As stipulated in Article 11 of the Regulations on Evaluation of primary students issued together with Circular 27/2020/TT-BGDDT, the criteria for completing a grade level and completing primary education are as follows:
Article 11. Assessment of Completion of Grade Level, Completion of primary education
- Assessment of Grade Level Completion:
a) Students are confirmed to have completed the grade level if their educational results are evaluated at one of the three levels: Outstanding Completion, Good Completion, and Completion.
b) For students not yet confirmed to have completed the grade level, teachers are required to make a plan to guide and assist them; conduct additional evaluations to assess grade level completion.
c) For students who have been guided and assisted but still do not meet the conditions for grade level completion, depending on the degree of incompletion in subjects, educational activities, or the development of specific qualities and competencies, teachers should compile a list to report to the principal for testing, evaluation, and consideration on whether they should be promoted or not.
- Assessment of primary education Completion:
Students who complete Grade 5 are acknowledged by an entry in the Student Transcript: Completion of primary education.
Thus, the number of missed school days is not a decisive factor in the assessment for promotion for primary students.

As stipulated in Article 9 of the Regulations on Evaluation of primary students issued together with Circular 27/2020/TT-BGDDT, the criteria for aggregating educational evaluation results are as follows:
Article 9. Synthesis of Educational Evaluation Results
- Mid-first semester, end of the first semester, mid-second semester and end of the academic year:
a) Subject teachers base their evaluations on regular assessments and levels achieved from periodic evaluations of subjects and educational activities to aggregate and record each student's educational assessment results on the class's Educational Evaluation Results Summary Table.
b) Homeroom teachers base their evaluations on regular assessments and levels achieved from periodic assessments of each student's core qualities and competencies to aggregate and record the student's educational assessment results on the class's Educational Evaluation Results Summary Table.
- By the end of the academic year, based on the aggregated results of educational evaluations for each subject, educational activity, core qualities, and core competencies, homeroom teachers carry out:
a) Educational evaluation of students according to four levels:
- Outstanding Completion: Students whose evaluation results for subjects and educational activities reach Good Completion; qualities and competencies reach Good; periodic end-of-year exam results for subjects are 9 points or above;
- Good Completion: Students who do not achieve Outstanding Completion but whose evaluation results for subjects and educational activities reach Good Completion; qualities and competencies reach Good; periodic end-of-year exam results for subjects are 7 points or above;
- Completion: Students who do not achieve Outstanding Completion and Good Completion but whose evaluation results for subjects and educational activities reach Good Completion or Completion; qualities and competencies reach Good or Achieved; periodic end-of-year exam results for subjects are 5 points or above;
- Incomplete: Students not classified in the above categories.
b) Record remarks, aggregated evaluation results, and student achievements recognized during the academic year into the Student Transcript.
Thus, the 4 levels of evaluation for primary students include:
- Outstanding Completion:
+ Students whose evaluation results for subjects and educational activities reach Good Completion;
+ Qualities and competencies reach Good;
+ Periodic end-of-year exam results for subjects are 9 points or above;
- Good Completion:
+ Students who do not achieve Outstanding Completion but whose evaluation results for subjects and educational activities reach Good Completion;
+ Qualities and competencies reach Good;
+ Periodic end-of-year exams for subjects are 7 points or above;
- Completion:
+ Students who do not achieve Outstanding Completion and Good Completion but whose evaluation results for subjects and educational activities reach Good Completion or Completion;
+ Qualities and competencies reach Good or Achieved;
+ Periodic end-of-year exams for subjects are 5 points or above;
- Incomplete: Students not classified in the above categories.
What are requirements for assessment of primary students?
As stipulated in Article 4 of the Regulations on Evaluation of primary students issued together with Circular 27/2020/TT-BGDDT, the assessment of primary students must meet the following requirements:
- Evaluate students based on the level of meeting required achievements and specific manifestations of competencies in each subject, educational activity, and qualities and competencies of students according to the primary education program.
- Conduct regular evaluations through remarks, periodic evaluations combining scores with remarks; combine assessments by teachers, students, and parents, with teacher assessments being the most important.
- Evaluate progress and for the progress of students; value encouragement and motivation of student efforts in study and training; help students maximize abilities and competencies; ensure promptness, fairness, objectivity; and avoid comparing students, creating pressure on students, teachers, and parents.
