How is the Salary of Former Grade III Primary School Teachers Without Meeting Standards Classified?
According to Clause 2, Article 9 of Circular 02/2021/TT-BGDDT (Effective from March 20, 2021), it is stipulated:
Primary school teachers Class III (code V.07.03.08) who do not meet the training standards of primary school teachers as specified at Point b Clause 1 Article 72 of the Education Law 2019 shall retain the code V.07.03.08 and apply the salary coefficient of public employee type A0 (coefficient from 2.10 to 4.89) until they achieve the prescribed training standards, at which point they will be appointed to the professional title of primary school teacher Class III (code V.07.03.29), or until they retire if they are not subject to the provisions to upgrade the training standards according to Decree 71/2020/ND-CP dated June 30, 2020, of the Government of Vietnam, which outlines the roadmap for upgrading the training standards of preschool, primary, and secondary school teachers.
And, at Clause 1, Article 72 of the Education Law 2019, it is stipulated regarding the training standards of educators that primary school teachers must have a bachelor's degree.
Based on the above regulations, you have a college-level education in pedagogy, thus you do not meet the prescribed training standards. Therefore, you will still retain the title of Class III Teacher (Code V.07.03.08) and apply the salary coefficient from 2.10 to 4.89.
As you are currently pursuing a university degree, once you obtain a bachelor's degree, you will be appointed to the professional title of primary school teacher Class III (code V.07.03.29), and be applied the salary coefficient of public employee type A1, from the salary coefficient 2.34 to the salary coefficient 4.98; (Point a Clause 1 Article 8 of Circular 02).
Additionally, primary school teachers Class III (code V.07.03.08) when appointed to the professional title of primary school teacher Class III (code V.07.03.29) are required to meet certain standards. Specifically, you must have a fostering certificate according to the professional title standards of primary school teacher Class III (Point b Clause 3 Article 3 of Circular 02).
