How is the Salary Arranged When Secondary School Teachers of Rank II are Promoted to Rank I?
Based on Article 9 of Joint Circular 23/2015/TTLT-BGDDT-BNV provisions:
Titles of professional posts for high school teachers are applied to the Professional and Specialized Salary Table for officials and public employees in state public service providers (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials and public employees and the armed forces (hereinafter abbreviated as Decree No. 204/2004/ND-CP) as follows:
- The professional post title for high school teachers Grade I is applied with a salary coefficient for public employees of classification A2, group A2.1 (from a salary coefficient of 4.40 to a salary coefficient of 6.78);
- The professional post title for high school teachers Grade II is applied with a salary coefficient for public employees of classification A2, group A2.2 (from a salary coefficient of 4.00 to a salary coefficient of 6.38);
- The professional post title for high school teachers Grade III is applied with a salary coefficient for public employees of classification A1 (from a salary coefficient of 2.34 to a salary coefficient of 4.98);
- The promotion of public employees for high school teachers is implemented after the competent authority has appointed them to the professional post title as stipulated in this Joint Circular and arranged salary according to the guidance in Clause 1, Part II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs, guiding salary classification when upgrading grades, transferring grades, and changing types of officials and public employees.
Circular 02/2007/TT-BNV provisions on salary classification when upgrading grades for public employees as follows: In case of enjoying seniority allowances exceeding the framework in the former grade, based on the total salary coefficient plus seniority allowances exceeding the framework currently enjoyed in the former grade, to classify into an equal or closest higher salary coefficient in the new grade. The period of enjoying salary in the new grade and the duration for considering the next salary increment in the new grade is calculated from the date of signing the decision to appoint to the new grade.
Salary classification basis: Decree 204/2004/ND-CP.
=> You are currently a Grade II high school teacher with a salary coefficient of 6.38 and an exceeding framework seniority allowance of 7%, thus you are enjoying a salary coefficient of 6.82. Following the above regulations, when promoting from a Grade II high school teacher to a Grade I high school teacher, you will be classified into the professional title public employee classification A2.1, level 8, salary coefficient 6.78, with an additional retained difference coefficient of 0.04.
