How is the concurrent enrollment in two programs at the undergraduate level regulated?

Article 18 – Dual Degree Program Regulations Issued by Circular No. 08/2021/TT-BGDDT

Regulations on Dual Degree Programs are as follows:

  1. For the credit-based training method, students may register for additional courses from another program or major if the training institution permits. However, they will only receive official benefits and be considered for graduation from the second program after successfully registering for it as stipulated in Clause 2 of this Article.

  2. Students may register for the second program as early as the second year of the first program. At the time of registration, students must meet one of the following two conditions and other conditions set by the training institution:

    a) Academic performance based on cumulative GPA classified as good or higher and meets the quality assurance threshold of the second program in the enrollment year;

    b) Academic performance based on cumulative GPA classified as average and meets the admission conditions of the second program in the enrollment year.

  3. During their enrollment in both programs, if the cumulative GPA of the first program falls below the average or is under academic warning, they must cease studying the second program in the following semester; students will be removed from the second program's registration list.

  4. The maximum allowable duration for students enrolled in dual programs is the maximum duration stipulated for the first program as specified in Clause 5, Article 2 of this Regulation. When pursuing the second program, students will have the results of equivalent courses with matching content and credit hours in the first program recognized.

  5. Students will only be considered for graduation from the second program if they meet the graduation requirements of the first program and have registered no later than two years before the graduation assessment of the second program.

  6. Training institutions will only organize dual degree programs for students when the requirements of quality assurance concerning enrollment targets and training capacity are met; detailed regulations on processes, procedures, registration conditions, and issuance of the second program diploma must also be set.
