Has the Regulation on admissions to lower secondary and upper secondary schools in 2025 in Vietnam been issued?

On December 30, 2024, the Minister of Education and Training of Vietnam issued Circular 30/2024/TT-BGDDT concerning the Regulation on admissions to lower secondary and upper secondary schools.

Circular 30/2024/TT-BGDDT comes into effect on February 14, 2025, applicable to lower secondary schools, upper secondary schools, multi-level schools, and educational institutions implementing the general education program; relevant organizations and individuals.

Admissions for specialized schools are conducted in accordance with the regulations on admission as outlined in the organization and operation charter of specialized schools.

According to Article 2 of the Regulation on admissions to lower secondary and upper secondary schools issued with Circular 30/2024/TT-BGDDT, the organization of admissions for lower secondary and upper secondary schools adheres to the following principles:

- Ensuring safety, objectivity, fairness, and seriousness.

- Ensuring the execution of the task to universalize lower secondary education.

- Ensuring comprehensive education goals during the basic education stage.

Which candidates are given priority points when enrolling in grade 10 in 2025 in Vietnam?

Based on Article 14 of the Regulation on admissions to lower secondary and upper secondary schools issued with Circular 30/2024/TT-BGDDT, provisions for direct admission and priority policies for upper secondary school admission are as follows:

Article 14. Direct Admission and Priority Policies for upper secondary school Admission

  1. Direct admission to upper secondary school for the following subjects:

a) Students from ethnic minority boarding lower secondary schools.

b) Students belonging to very small ethnic minorities.

c) Students with disabilities.

d) Lower secondary students who win national prizes organized by the Ministry of Education and Training or in cooperation with Ministries and agencies for national competitions, exams, contests (hereafter referred to as competitions) in culture, arts, sports; science and technology research competitions.

e) Lower secondary students who win prizes in international competitions selected by the Minister of Education and Training.

  1. Subjects eligible for priority points

Priority points are added to the total score, calculated on a 10-point scale for each exam subject. Group 1: adds 2.0 points; Group 2 adds 1.5 points; Group 3 adds 1.0 point.

a) Group 1 subjects:

- Children of martyrs;

- Children of war invalids with a disability rate of 81% or more;

- Children of sick soldiers with a disability rate of 81% or more;

Subjects eligible for priority points for admission to grade 10 in 2025 are as follows:

- Group 1 adds 2.0 priority points for the following subjects:

+ Children of martyrs

+ Children of war invalids with a percentage of disability of 81% or more

+ Children of sick soldiers with a percentage of disability of 81% or more

+ Children of those granted a "Certificate of Policy Beneficiary as War Invalids whose capacity to work is reduced by 81% or more"

+ Children of those involved in resistance activities affected by chemical agents

+ Children of those involved in revolutionary activities before January 1, 1945

+ Children of those involved in revolutionary activities from January 1, 1945, to the August 1945 revolution.

- Group 2 adds 1.5 priority points for the following subjects:

+ Children of Armed Forces Heroes, children of Labor Heroes, children of Vietnamese Heroic Mothers

+ Children of war invalids with a disability rate less than 81%

+ Children of sick soldiers with a disability rate less than 81%

+ Children of those granted a "Certificate of Policy Beneficiary as War Invalids whose capacity to work is reduced by less than 81%"

- Group 3 adds 1.0 priority point for the following subjects:

+ Persons whose father or mother is from an ethnic minority

+ Ethnic minority persons

+ Students in areas with particularly difficult socio-economic conditions

Which subjects are included in the grade 10 admission for 2025 in Vietnam?

Based on Article 13 of the Regulation on admissions to lower secondary and upper secondary schools issued with Circular 30/2024/TT-BGDDT on the organization of the admission examination:

Article 13. Organization of Admission Examination

  1. Exams, Test Papers

a) The number of exams, test papers includes: Mathematics, Literature, and one (1) third exam or test paper chosen by the Department of Education and Training following one (1) of the two (2) methods below:

- The third exam selected from subjects with graded evaluations in the lower lower secondary education program, ensuring not to select the same third exam subject for more than three (3) consecutive years;

- The third test paper is a combined test of several subjects chosen from subjects with graded evaluations in the lower lower secondary education program.

For upper secondary schools under the Ministry of Education and Training, universities, or research institutes organizing their admission exams, the third exam or test paper is directly selected by the Ministry of Education and Training, universities, or research institutes.

b) The third exam or test paper is announced after the end of the first semester but no later than March 31 each year.

c) Exam times: Literature: 120 minutes; Mathematics: 90 or 120 minutes; the third exam: 60 or 90 minutes; the third test paper: 90 or 120 minutes.

d) Exam content is within the lower lower secondary education program, primarily focusing on grade 9.

The grade 10 admission for 2025 will include subjects: Mathematics, Literature, and one (1) third exam or test paper chosen by the Department of Education and Training, following one (1) of the two (2) options below:

- The third exam is selected from the subjects with graded evaluations in the lower lower secondary education program, ensuring not to select the same third exam subject for more than three (3) consecutive years.

- The third test paper is a combined test from several subjects chosen from those with graded evaluations in the lower lower secondary education program.
