Guidelines for preparing and organizing the 2024 High School Graduation Exam in Vietnam
On September 27, 2023, the Ministry of Education and Training (MoET) of Vietnam issued Official Dispatch 5259/BGDĐT-QLCL on guiding the implementation of quality management tasks in the 2023-2024 school year.
Circular 5259/BGDĐT-QLCL includes guidelines for the 2024 High School Graduation Exam (HGTE). These guidelines are as follows:
- Strengthen the guidance of innovative teaching methods, innovative regular and periodic assessment in general education schools in the direction of assessing capacity, ensuring consistency and contributing to improving the quality and efficiency of the organization of the HGTE.
- Prepare early and fully the necessary conditions to organize the 2024 HGTE; develop security, safety and contingency plans to handle possible risks that may occur during the examination process, especially in response to complex developments of natural disasters, epidemics (if any).
- Prepare and organize the 2024 HGTE in the direction of maintaining stability in principle as in 2023; promote the preparation of good conditions to implement the HGTE examination plan from 2025 right in the 2023-2024 school year.
+ Promote educational communication to raise awareness for officials, teachers, students, trainees and the whole society about the 2024 HGTE and the HGTE examination plan from 2025.
+ Implement seriously and promptly the regulations and requirements in the documents guiding the organization of the exam of the MoET; strengthen the state management function, linking the responsibilities of directing, managing the organization of the exam and inspecting, checking of the provincial-level People's Committees and the responsibility of advising of the Departments of Education and Training in directing the organization of the exam at the locality.
+ Strengthen the training and building of the examination staff at the same time with the selection, organization of training for the teachers who build exam questions and set questions in accordance with the 2018 General Education Program.
+ Do a good job of selecting and preparing personnel for the 2024 HGTE; strengthen the dissemination of the HGTE regulations; improve the quality of the professional training work for all subjects, forces participating in the organization of the exam; especially pay attention to training the skills for officials on inspection tasks.
+ Promote the application of information technology in management, directing and organizing the exam; strictly implement the information and reporting regime to ensure that the information is connected smoothly, accurately, and timely to serve the management and organization of the exam.

What content is expected to be covered in the 2025 High School Graduation Exam in Vietnam?
According to the Announcement 1489/TB-BGDĐT in 2023, the proposed plan for organizing the High School Graduation Exam (HGTE) from 2025 is as follows:
1. Purpose, time of the exam: The purpose and significance of the HGTE will remain the same as stated in the draft plan that was published on the Ministry's website for public comment. The exam will be organized in a more timely manner each year.
2. Organization of the exam: The exam will be organized by subject, including compulsory and elective subjects in the 2018 General Education Program: Vietnamese, Math, Foreign Language, History, Physics, Chemistry, Biology, Economics and Legal Education, Technology, and Computer Science.
3. Form of the exam: Vietnamese will be tested in a written format; the remaining subjects will be tested in a multiple-choice format.
4. Content of the exam: The content of the exam will be aligned with the required competencies and essential knowledge of grade 12 in the 2018 General Education Program. There will be a suitable roadmap to increase the content of competency-based assessment each year in line with the time students spend studying the 2018 General Education Program.
5. Methods of graduation assessment: Graduation will be assessed based on a combination of the results of continuous assessment and the results of the HGTE.
Therefore, the expected content of the 2025 High School Graduation Exam will be aligned with the required competencies and essential knowledge of grade 12 in the 2018 General Education Program.
At the same time, the content of the 2025 High School Graduation Exam will have a suitable roadmap to increase the content of competency-based assessment each year in line with the time students spend studying the 2018 General Education Program.
What are qualifications of officers and staff of the High School Graduation Exam in Vietnam?
Pursuant to Article 5 of the Regulation of high school graduation exam issued together with the Circular 15/2020/TT-BGDĐT stipulating qualifications of officers and staff of the High School Graduation Exam in Vietnam as follows:
- To qualify as an exam officer and staff member, he/she must:
+ have sense of morality, compliance with regulations and responsibility;
+ be professionally proficient in exam administration; and
+ not being disciplined for violation against this Regulation.
- A person who has spouse, parent, child, sibling; parent-in-law, sibling-in-law; guardian; or ward taking the exam may not be involved in the setting of question papers and administer the exam in the administrative division where his/her kindred sits the exam.
- Without regard to qualifications as prescribed above, those who set question papers and mark written papers must have good professional competence.
