Who is eligible to take the 10th-grade entrance exam in 2024 in Vietnam?

According to Clause 1 Article 5 of the Regulations on Enrollment for Lower Secondary Education and Upper Secondary Education, issued together with Circular 11/2014/TT-BGDDT, the eligibility criteria for the 10th-grade enrollment are as follows:

Eligibility and Methods of Enrollment

1. The eligible candidates are students who have graduated from lower secondary education under the General Education Program or the Continuing Education Program, with the age requirement specified in Clause 2, Article 2 of these Regulations.

2. The enrollment for upper secondary education can be conducted through one of the following methods:

a) Direct Admission: based on the academic and disciplinary performance over the 4 years of lower secondary education. If a student has repeated a grade, the academic results of the repeated year will be considered.

b) Entrance Examination.

c) Combined Entrance Examination and Direct Admission.

As regulated above, students who have graduated from lower secondary education under the General Education Program or the Continuing Education Program within the specified age range are eligible to take the 10th-grade entrance exam in 2024.

According to Article 33 of the Charter of Lower Secondary Schools, Upper Secondary Schools, and Comprehensive Schools with Multiple Levels, issued together with Circular 32/2020/TT-BGDDT, the age requirement for candidates taking the 10th-grade entrance exam in 2024 is 15 years old.

Age of secondary school students:

1. The age of students entering 6th grade is 11 years old. The age of students entering 10th grade is 15 years old. For students who have skipped a grade in the previous level or students entering a grade at an age higher than the prescribed age, the age for entering 6th and 10th grade may be adjusted based on the age at the completion of the previous level of education.

2. Students from ethnic minority groups, students with disabilities, students with special difficult circumstances, and students returning from abroad may enter a grade at an age that is 3 years higher than the prescribed age.

3. Students should not repeat a grade more than 3 times in a level of education.

4. Students who demonstrate exceptional physical and intellectual abilities may enter school at an earlier age or skip a grade within the education level. The consideration for each specific case is carried out through the following steps:

a) Parents or guardians submit a request to the school.

b) The principal establishes an assessment and advisory council consisting of the following members: representatives of the school's leadership and the parent representative board; the teacher of the student's current class.

c) Based on the assessment results of the council, the principal reviews and makes a decision.

5. Students within the prescribed age range returning from abroad or children of foreigners working in Vietnam can attend a secondary school at their place of residence or a secondary school outside their place of residence if the school has the capacity to accept them. The consideration for each specific case is carried out through the following steps:

a) Parents or guardians submit a request to the school.

b) The principal organizes an assessment of the student's proficiency level and assigns them to the appropriate class.

Note: For students who have skipped a grade in the previous level or students entering a grade at an age higher than the prescribed age, the age for entering 10th grade may be adjusted based on the age at the completion of the previous level of education.

Students may enter 10th grade at an age that is 3 years higher than the prescribed age, including students from ethnic minority groups, students with disabilities, students with special difficult circumstances, and students returning from abroad.

What are the responsibilities of the Department of Education and Training in the 10th-grade enrollment process in Vietnam?

According to Article 11 of Circular 11/2014/TT-BGDDT, the responsibilities of the Department of Education and Training, as well as the responsibilities of secondary schools, and high schools are as follows:

Conduct regular and annual statistics, information, and reporting on the enrollment process to the district-level People's Committee and the provincial Department of Education and Training.

2. Responsibilities of secondary schools and high schools:

a) Follow the guidance and instructions from the provincial Department of Education and Training (for high schools) or the Department of Education and Training (for secondary schools) regarding the enrollment process.

b) Admit students with disabilities who have the desire to enroll.

c) Ensure the implementation of the educational universalization mission in the assigned area.

d) Receive and handle complaints within their jurisdiction or forward them to the appropriate authority for resolution.

e) Maintain the records of the enrollment process in accordance with the regulations.

f) Conduct statistical work and report to the direct educational management agency.
