From November 20, 2024, what are cases of dissolution of preschools in Vietnam?
Pursuant to Article 9 of Decree 125/2024/ND-CP which stipulates the dissolution of preschools in Vietnam:
Article 9. Dissolution of preschools
1. A preschool can be dissolved when it falls under one of the cases specified in Clause 2, Article 51 of the Education Law.
2. The Chairman of the District-level People's Committee decides on the dissolution of the preschool.
3. Dossier:
a) For preschools dissolved according to Points a, b, c, and d, Clause 2, Article 51 of the Education Law, the dossier includes:
A proposal for the dissolution of the preschool submitted by the Department of Education and Training (according to Form No. 06, Appendix I attached to this Decree);
Evidence of the preschool's violation as specified at Points a, b, c, and d, Clause 2, Article 51 of the Education Law;
A plan for handling the organization, personnel, finances, assets, land, and other related matters.
b) For preschools dissolved according to Point dd, Clause 2, Article 51 of the Education Law, the dossier includes:
A proposal for dissolution submitted by the organization or individual who established the preschool (according to Form No. 06, Appendix I attached to this Decree);
A dissolution scheme for the preschool (according to Form No. 07, Appendix I attached to this Decree).

Thus, a preschool in Vietnam is dissolved when it falls into one of the following cases:
- Serious violation of regulations on management, organization, and operation of the institution
- Completion of the suspension period for educational activities without resolving the causes of the suspension
- Goals and activities in the establishment decision are no longer suitable with socio-economic development needs
- Failure to ensure the quality of education;
- At the proposal of the organization or individual that established the preschool

What are requirements on contents of preschool education in Vietnam?
Pursuant to Article 24 of the Education Law 2019 which stipulates the requirements on contents of preschool education in Vietnam:
Article 24. Requirements on contents of preschool education
- Preschool education content must be appropriate for the psychological and physiological development of children; harmonize protection, care, nurturing with educating children; provide comprehensive development in physical, emotional, social skills, intellect, aesthetics; respect differences; be appropriate for various ages and connected with primary education.
- The methods for preschool education are regulated as follows:
a) Education for toddlers must facilitate active engagement, play, bonding between adults and children; stimulate the development of senses, emotions, and psychological functions;
b) Kindergarten education must allow children to play, experience, explore the surrounding environment through various forms, satisfying their needs and interests.
Thus, preschool education content must be appropriate for the psychological and physiological development of children; harmonize protection, care, and nurturing with education for children; provide comprehensive development in physical, emotional, social skills, intellect, aesthetics; respect differences; be suitable for various ages and connected with primary education.
Is preschool education compulsory in Vietnam?
Pursuant to Article 14 of the Education Law 2019 which regulates universal education and compulsory education:
Article 14. Universal education and compulsory education
- Primary education is compulsory.
The state implements universal preschool education for 5-year-old children and universal lower secondary education.
- The state is responsible for implementing compulsory education nationwide; deciding on plans and ensuring conditions for universal education.
- Every citizen within the age range prescribed has the obligation to study to achieve universal education and complete compulsory education.
- Families and guardians have the responsibility to provide conditions for family members within the prescribed age range to study to achieve universal education and complete compulsory education.
According to the above regulations, preschool education is not compulsory. The state implements universal preschool education for 5-year-old children and universal lower secondary education.
