From March 18, 2023: What are regulations on the stability of the proportion of ethnic minority students and the percentage of day-boarding students in Vietnam?

Pursuant to Article 3 of the Regulation on Organization and Operation of Day-boarding Ethnic Minority High Schools promulgated together with the Circular 03/2023/TT-BGDDT (effective from March 18, 2023) stipulating stability of the proportion of ethnic minority students and the percentage of day-boarding students regarding Day-boarding Ethnic Minority High Schools in Vietnam as follows:

Day-boarding high school for ethnic minorities

1. The School of Ethnic Minority Affairs is established by the State for ethnic minority students and students from families who permanently settle in areas with extremely difficult socio-economic conditions in order to contribute to the realization of equality in education and sustainable development goals in the field of education in ethnic minority and mountainous areas.

2. The Ethnic Minority School ensures a stable proportion of ethnic minority students and part-boarding students as follows:

a) Percentage of students from ethnic minorities: At least 50% of the total number of students in the whole school are ethnic minorities.

b) Percentage of day-boarding students:

- For primary schools, there are at least 20% part-boarding students;

- For junior high school of Ethnic Minority Affairs: At least 45% of students are part-boarding;

- For primary school and junior high school: There are at least 32.5% day-boarding students or at least 20% part-boarding primary school students and 45% day-boarding junior high school students.

3. The system of DTDTBT schools includes:

a) Primary School of Ethnic Minority Affairs;

b) Junior High School of Ethnic Minority Affairs;

c) Primary school and junior high school.

Thus, the ethnic minority day-boarding high school must ensure the stability of the percentage of ethnic minority students and the percentage of day-boarding students as follows:

+) Percentage of students who are ethnic minorities:

At least 50% of the school's total students are ethnic minorities.

+) Percentage of semi-boarding students:

- For primary schools, there are at least 20% part-boarding students;

- For junior high school of Ethnic Minority Affairs: At least 45% of students are part-boarding;

- For primary school and junior high school: There are at least 32.5% day-boarding students or at least 20% part-boarding primary school students and 45% day-boarding junior high school students.

What are the duties of day-boarding students in ethnic high schools in Vietnam?

Pursuant to Article 54 of the Regulation on Organization and Operation of Day-boarding Ethnic Minority High Schools promulgated together with the Circular 03/2023/TT-BGDDT (effective from March 18, 2023) stipulating duties of day-boarding students in ethnic high schools in Vietnam as follows:

Duties and rights of day boarding students

Day-boarding students perform the duties and rights specified in the Charter of the High School, in addition, have the following duties and rights:

1. Implement the school's boarding rules.

2. Preserve the cultural identity of their own people, respect the cultural identity of other ethnic groups.

3. Be provided with meals, accommodation and activities in boarding areas and enjoy the regimes and policies as prescribed by the State.

Pursuant to Article 34 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDĐT stipulating duties of students as follows:

Duties of students

1. Learn and train according to curricula and education plans of their schools.

2. Respect their parents, officials, teachers and staff of their schools, and those older than them; maintain solidarity and mutual support in learning and training; conform to the charter and rules of their schools; and abide by the law.

3. Take exercises and maintain personal hygiene.

4. Participate in group activities of their schools and classes, Ho Chi Minh Young Pioneer Organization and Ho Chi Minh Communist Youth Union; help their families, join physical and social activities and environmental protection activities, and maintain traffic order and safety.

5. Protect school and public property; contribute to fostering, preservation and enhancement of school traditions.

As regulations above, duties of day-boarding students in ethnic high schools in Vietnam are:

- Implement the school's boarding rules.

- Respect their parents, officials, teachers and staff of their schools, and those older than them; maintain solidarity and mutual support in learning and training; conform to the charter and rules of their schools; and abide by the law.

- Take exercises and maintain personal hygiene.

- Participate in group activities of their schools and classes, Ho Chi Minh Young Pioneer Organization and Ho Chi Minh Communist Youth Union; help their families, join physical and social activities and environmental protection activities, and maintain traffic order and safety.

- Protect school and public property; contribute to fostering, preservation and enhancement of school traditions.

Is it compulsory for a day-boarding high school for ethnic minorities in Vietnam to have a Boarding Student Management Team?

In Article 6 of the Regulation on Organization and Operation of Semi-boarding Ethnic Minority High Schools issued together with Circular 03/2023/TT-BGDDT (effective from March 18, 2023) stipulates as follows:

Organizational structure of the semi-boarding high school for ethnic minorities

1. The organizational structure of the High School for DTBT shall comply with the provisions of the Charter of the High School. In addition, each school has an additional day-boarding student management team to perform the task of managing, nurturing and taking care of day-boarding students.

2. The group managing part-boarding students has a leader, if there are 7 or more members, there is a vice-team. Team leaders and vice-heads are appointed by the principal, under the management and direction of the principal. The student management team has the following responsibilities:

a) Formulate a plan and organize the implementation of management, nurturing and care of part-boarding students by week, month, semester and school year; coordinate with professional groups in formulating and implementing the school's educational plan;

b) Organize activities at least once in 2 weeks to review and implement the team's tasks and may hold unscheduled meetings according to work requirements or at the request of the principal;

c) Perform other duties assigned by the principal.

As above regulations, each ethnic minority semi-boarding general school must have a day-boarding student management team to perform the task of managing, nurturing and taking care of day-boarding students.
