From February 14, 2025, will extra classes for primary school students in Vietnam be prohibited?
Based on Article 4 of Circular 29/2024/TT-BGDDT stipulating the cases where extra classes is not allowed to be organized:
Article 4. Cases where extra classes cannot be organized
- Extra classes for primary school students is not organized, except in the following cases: training in arts, physical education and sports, life skills training.
- Teachers currently teaching at schools are not allowed to provide extra classes outside the school for a fee to the students that they are assigned to teach according to the school’s educational plan.
- Teachers from public schools are not permitted to participate in the management or operation of extra classes outside the school, but they may participate in extra classes outside the school.
Hence, from February 14, 2025, organizing extra classes for primary school students is strictly prohibited, except in the following cases:
- Training in arts
- Physical education and sports
- Life skills training

What are cases in which is it allowed to organize extra classes in the school in Vietnam?
Based on Article 5 of Circular 29/2024/TT-BGDDT regulating extra classes and learning in the school:
Article 5. extra classes and learning in the school
- Extra classes in the school is conducted without charging students and is only for students registering for extra classes in the following subjects:
a) Students whose academic performance in a subject in the previous semester was not satisfactory;
b) Students selected by the school for fostering student excellence;
c) Final-year students voluntarily registering for entrance exam preparation, graduation exam preparation according to the school’s educational plan.
- The school organizes for students as specified in Clause 1 of this Article to write applications for extra classes by subject for each grade (according to Form No. 01 in the Appendix attached to this Circular).
- Based on the number of students registered, the school formulates a plan to organize extra classes for each subject in each grade.
- The arrangement of classes, timetable setting, and organization of extra classes and learning must ensure the following requirements:
a) Extra classes are arranged by subject for each grade; each class has no more than 45 (forty-five) students;
b) Extra classes hours are not scheduled in conjunction with the regular timetable and do not cover content in advance of the teaching schedule according to the school’s educational program;
c) Each subject is organized for extra classes for no more than 2 (two) periods per week.
- The plan for organizing extra classes is publicly announced on the school's website or posted at the school.
Thus, the cases in which extra classes is allowed in the school include:
- Students whose academic performance in a subject in the previous semester was not satisfactory
- Students selected by the school for fostering student excellence
- Final-year students voluntarily registering for entrance exam preparation, graduation exam preparation according to the school’s educational plan.
What is the objective of primary education in Vietnam?
Based on Article 29 of the Education Law 2019 stipulating the objectives of general education:
Article 29. Objectives of general education
- General education aims to comprehensively develop the learner in morality, intellect, physical fitness, aesthetics, basic skills, individual capacity development, dynamism, and creativity; shape a Vietnamese socialist personality and citizenship responsibility; prepare learners for continuing education in higher education, vocational education, or participation in labor, construction, and national defense.
- Primary education aims to lay the initial foundation for the development of morality, intellect, physical fitness, aesthetics, and capacity of students; prepare students for continuing education in lower secondary school.
