On December 28, 2023, the Minister of Education and Training issued a circular on the selection of textbooks in general education institutions.

Article 2 of Circular 27/2023/TT-BGDDT stipulates the following principles for selecting textbooks:

- Textbooks are selected from the list of textbooks approved for stable use in educational institutions by the Minister of Education and Training.

- One textbook is selected for each subject and educational activity (including optional contents and learning topics if any) for each grade level at the educational institution.

- The selection of textbooks must be democratic, objective, transparent, and in the interests of students.

Reduction of the number of members in the Textbook Selection Councils from February 12, 2024

According to Article 4 of Circular 25/2020/TT-BGDDT, the regulation on the Textbook Selection Council before February 12, 2024 is as follows:

Textbook Selection Council

1. The Textbook Selection Council (hereinafter referred to as the Council) is established by the People's Committee of the province, central-affiliated city (hereinafter referred to as the People's Committee of the province), to assist the People's Committee of the province in organizing the selection of textbooks.

2. One council is established for each subject of a grade level, with an odd number of members, at least 15 (fifteen), of whom at least 2/3 (two-thirds) of the members are heads of subject-related teams and teachers who are directly teaching the subject of that grade level.

According to Article 4 of Circular 27/2023/TT-BGDDT, the regulation on the Textbook Selection Council from February 12, 2024 is as follows:

2. Number, structure of members of the Council

a) The Council includes: The head, the deputy head; head of subject-related teams, subject groups, subject rooms (hereinafter referred to as subject-related teams), representatives of teachers, representatives of the Parent-Teacher Association of the educational institution. The number of members of the Council is an odd number, at least 11 (eleven). For educational institutions with a scale of less than 10 (ten) classes, the minimum number of members of the Council is 5 (five);

b) The structure of the Council includes: Chairman, Vice Chairman, Secretary and members of the Council. The Chairman of the Council is the head; in case the head is not allowed to participate in the Council according to the provisions of Clause 3, Article 4 of this Circular and other cases of absence due to force majeure, the Chairman of the Council is the deputy head. The Vice Chairman of the Council is the deputy head or the head of the subject-related team. The Secretary of the Council is chosen from among the members of the Council.

From February 12, 2024, the number of members of the Textbook Selection Council must only ensure a minimum of 11 members, instead of 15 members as stipulated in Circular 25/2020/TT-BGDDT.

In addition, if the number of classrooms in the educational institution is less than 10 classrooms, the minimum number of members of the Council is 5.

According to Clause 1, Article 4 of Circular 27/2023/TT-BGDDT, the regulation on the Textbook Selection Council from February 12, 2024 is as follows:

Textbook Selection Council

1. The Textbook Selection Council of the educational institution (hereinafter referred to as the Council) is established by the principal of the educational institution or the director of the continuing education center, the director of the vocational education and continuing education center, the head of the educational institutions that implement the general education program, the continuing education program for junior high school and high school (hereinafter referred to as the head), to assist the head of the educational institution in organizing the selection of textbooks. Each educational institution establishes 1 (one) Council. For educational institutions with multiple grade levels, each grade level establishes 1 (one) Council.

According to the above regulations, before February 12, 2024, the Textbook Selection Council in general education institutions will be established by the People's Committee of the province to select textbooks for each grade level in the province.

However, from February 12, 2024, the Textbook Selection Council of the educational institution will be established by the heads of educational institutions, to assist the heads of educational institutions in organizing the selection of textbooks.

Note: Circular 27/2023/TT-BGDDT is effective from February 12, 2024.
