What are regualtions on evaluation of students' academic outcomes of the Continuing Education Program at lower and upper secondary levels in Vietnam?
Evaluation of students' academic outcomes of the Continuing Education Program at secondary levels in Vietnam
According to Article 9 of Circular 43/2021/TT-BGDDT, evaluation of students' academic outcomes of the Continuing Education Program at secondary levels is regulated as follows:
1. Academic outcomes of students by subject
a) The semester grade average for each subject is calculated as follows:
Semester average grade
Total of regular evaluation score + 2 x mid-term evaluation score + 3 x final-term evaluation
Number of regular evaluation scores + 5
In which, the Semester average grade is the total score of regular tests and evaluations, including the regular evaluation scores and the evaluation scores of each selected learning topic (for the upper secondary level). Semester average grade is a decimal taken to the first decimal place after rounding the number.
b) The average grade for the whole year is calculated as follows:
Whole year average grade
Semester I average grade + 2 x Semester II average grade

2. Academic outcomes in each semester, the whole school year
The semester average grade is used to evaluate the student's academic outcomes in each semester, and the whole year average grade is used to evaluate the student's academic outcomes for the whole school year. The academic outcomes of the students in each semester and the whole school year is evaluated according to 01 (one) out of 04 (four) levels: Good, Fair, Passed, Failed.
a) Good: All subjects have semester average scores and whole year average scores of 6.5 or higher, of which at least 05 subjects have semester average scores and whole year average scores of 8.0 or higher.
b) Fair: All subjects have semester average scores and whole year average scores of 5.0 or higher, of which at least 05 subjects have semester average scores and whole year average scores of 6.5 or higher.
c) Passed: At least 05 subjects (five) have scores of 5.0 or higher, no subjects have semester average scores or whole year average scores of below 3.5.
d) Failed: The remaining cases.
3. Adjustment the level of evaluation of academic outcomes
If the evaluation level of the academic outcomes of the semester or the whole school year is lower by 02 (two) levels or more compared to the evaluation level specified at point a, point b, clause 2 of this Article only due to the evaluation result of only one (one) subject, the evaluation of the academic outcomes of that semester and the whole school year will be adjusted to the adjacent level.
Evaluation of students with disabilities of the Continuing Education Program at secondary levels in Vietnam
According to Article 10 of Circular 43/2021/TT-BGDDT, evaluation of students with disabilities of the Continuing Education Program at secondary levels is regulated as follows:
1. The evaluation of conduct and academic outcomes of students with disabilities is carried out on the principle of motivating and encouraging efforts and progress of students.
2. For students with learning disabilities under the method of mainstream education, if the conduct and academic outcomes of students with disabilities are able to meet the requirements of the Continuing Education Program, they will be entitled to assessed as for normal students but with slightly reduced requirements on conduct and academic outcomes. Regarding subjects that students with disabilities are unable to meet the requirements of the Continuing Education Program, they shall be assessed through the results of their training and learning performance according to the Individual Education Plan; do not test, evaluate the contents or subjects that are exempted.
3. For students with disabilities receiving special education method, the conduct and academic outcomes in which the students with disabilities meet the requirements of the special education program are assessed according to regulations for special education. Regarding subjects that students with disabilities are unable to meet the requirements of the Continuing Education Program, they shall be assessed through the results of their training and learning performance according to the Individual Education Plan; do not test, evaluate the contents or subjects that are exempted.
