Does the Department of Education issue a provisional high school graduation certificate?
According to Point a, Clause 1, Article 17 of the Graduation Management Regulations issued together with Circular 21/2019/TT-BGDDT, the time limit for issuing a high school graduation diploma is:
75 days from the date of the decision recognizing the graduation from lower secondary school or upper secondary school.
Clause 3 of this Article stipulates:
While waiting for the issuance of a diploma, the learner eligible for the graduation diploma shall be provided with a provisional graduation certificate by the educational institution where they studied.
The Director of the Department of Education and Training prescribes the template for the provisional graduation certificate for those eligible for the lower secondary school graduation diploma or the upper secondary school graduation diploma within the locality; the head of the teacher training institution or higher education institution prescribes the template for the provisional graduation certificate for those eligible for the intermediate pedagogical graduation diploma, college pedagogical graduation diploma, and higher education diploma.
In the case that you have not yet been issued a diploma, while waiting for the diploma, you will be provided with a provisional graduation certificate by the educational institution where you studied.
=> Therefore, you should contact the school where you studied to receive the provisional graduation certificate, not the Department of Education and Training.
