Do students who have completed military service in Vietnam have to take the subject of national defense and security education?

Pursuant to Article 4 of the Joint Circular 18/2015/TTLT-BGDĐT-BLĐTBXH stipulating subjects who are exempt from the subject of national defense and security education as follows:

1. Subjects who are exempt from the subject of national defense and security education:

a) Students who have a certificate of reserve officer or a diploma issued by military or police schools;

b) Students who have a national defense and security education certificate corresponding to the level of training;

c) Students who are foreigners.

2. Subjects who are exempt from studying, exempt from exam parts, contents in the national defense and security education program, including: students and students who have a certificate of learning results of the parts, contents that score from 5 points up to 10 points.

3. Subjects who are exempt from studying practical military skills:

a) Students with disabilities, have a disability certificate according to the regulations of the law on persons with disabilities;

b) Students who are not physically fit or have diseases that are exempt from military service according to current regulations;

c) Students who have completed military service, police.

4. Subjects who are temporarily suspended from studying the subject of national defense and security education:

a) Students who have to stop studying for a long time due to health reasons for treatment, must have a certificate from the hospital where the student is being treated;

b) Students are pregnant or on maternity leave according to current regulations.

5. Directors and principals of educational institutions consider temporarily suspending the subject of national defense and security education for the subjects specified in points a, b of paragraph 4 of this Article. After the suspension period, educational institutions will arrange for students to enter appropriate classes to complete the program.

As regulations above, you are not eligible for exemption from national defense and security education, but you are only exempt from studying practical military skills

What is the average score to be awarded a certificate of national defense and security education in Vietnam?

Pursuant to Article 10 of the Joint Circular 18/2015/TTLT-BGDĐT-BLĐTBXH stipulating conditions and authority to issue certificate of national defense and security education as follows:

1. Students with an average score of 5 points or higher (on a scale of 10) are awarded a certificate of national defense and security education.

2. Authority to issue certificates of national defense and security education:

a) Directors and principals of educational institutions that are organized to teach and learn national defense and security education have the authority to issue certificates of national defense and security education;

b) The director of the national defense and security education center issues certificates of national defense and security education according to the regulations on national defense and security education linkage.

3. The printing, management, and issuance of certificates of national defense and security education are carried out in accordance with current regulations issued by the competent authority for state management of vocational education and higher education.

As regulations above, students who have an average score of 5 points or higher (on a scale of 10) in the subject of national defense and security education are awarded a certificate of national defense and security education.

What are regulations on management and organization of teaching and learning of national defense and security education?

Pursuant to Article 8 of the Joint Circular 18/2015/TTLT-BGDĐT-BLĐTBXH stipulating management and organization of teaching as follows:

1. Vocational education institutions organize teaching and learning national defense and security education according to the training plan of the institution.

2. Higher education institutions with departments or majors in national defense and security education organize centralized teaching and learning according to the training plan of the institution.

3. National defense and security education institutions organize centralized teaching and learning according to the training plan of the center.

4. Educational institutions that organize teaching and learning practical technical skills, tactics, explosives, and live ammunition must contract with local military agencies, military units, and police to ensure absolute safety of people, weapons, and equipment.

5. If theoretical classes are arranged in combined classes, they must be suitable for teaching methods and specific conditions of educational institutions, but not more than 150 people; practical classes are not more than 40 people.
