Do Private School Teachers Require a Permit for Tutoring?
Pursuant to the provisions of Clause 4 Article 4 of Circular 17/2012/TT-BGDDT the following stipulations apply:
For teachers receiving salaries from the salary fund of public service providers:
- They are not allowed to organize additional tutoring outside the school but may participate in additional tutoring outside the school;- They are not allowed to tutor outside the school students they are currently teaching in regular classes without the permission of the Head of their managing authority.
According to the above regulations, teachers currently teaching at public service providers are not allowed to organize tutoring outside the school. If you are a teacher at a private school, you are not restricted by this regulation, and you are allowed to organize tutoring outside the school.
The provision on obtaining permission for tutoring in Circular 17/2012/TT-BGDDT has been abolished by Decision 2499/QD-BGDDT in 2019. Therefore, according to current regulations, tutoring no longer requires a permit. If you wish to organize tutoring outside the school, you only need to complete the business registration procedures depending on the scale of your operation, which may be in the form of a household business,... and fulfill the tax declaration and payment obligations as prescribed.

Note for you: In case of organizing tutoring activities, you must still comply with the regulations for tutoring activities mentioned in Circular 17/2012/TT-BGDDT such as:
- Not tutoring students who have already been organized to study 2 sessions/day by the school.- Not tutoring primary school students, except for cases of nurturing arts, physical education, life skills training,...
