Pursuant to Article 15 of the Circular 22/2021/TT-BGDĐT stipulating commendations as follows:
Commendations
1. Principals shall award certificates of achievement for students
a) End-of-year commendation
- Award the title “Học sinh Xuất sắc” (Excellent student) for students who have obtained Excellent training and learning results for the entire school year and achieved DTBmcn of at least 9.0 in subjects that are assessed via both feedback and scores.
- Award the title “Học sinh Giỏi” (Good student) for students who have obtained Excellent training and learning results for the entire school year.
b) Commend students for having unexpected merits in training and learning in the school year.
2. Students with special achievements shall be considered and requested for commendation by schools.
Pursuant to Article 18 of the Regulations on the Assessment and Classification of Lower and Upper Secondary Students issued together with Circular 58/2011/TT-BGDĐT (amended by Clause 8 Article 1 of Circular 26/2020/TT-BGDĐT), the criteria for the recognition of student awards are as follows:
Criteria for the recognition of student awards
1. Student of excellence: Excellent academic performance and good behavior.
2. Student of progress: Good behavior and average or above average academic performance.
3. Student with outstanding achievements or remarkable progress in learning and training: Awarded a certificate of merit by the Principal.
Pursuant to Article 21 of the Circular 22/2021/TT-BGDĐT stipulating as follows:
Entry into force
1. This Circular comes into force from September 5, 2021 according to following roadmap:
- From school year of 2021-2022 for the 6th grade.
- From school year of 2022-2023 for the 7th and 10th grade.
- From school year of 2023-2024 for the 8th and 11th grade.
- From school year of 2024-2025 for the 9th and 12th grade.
Therefore, for the 2023-2024 school year, the regulations on rewards for lower and upper secondary students will be regulated as follows:
* For students in grades 6, 7, 8, 10, and 11 (applicable to Circular 22): Students will receive a certificate of merit when:
- Award the title “Học sinh Xuất sắc” (Excellent student) for students who have obtained Excellent training and learning results for the entire school year and achieved DTBmcn of at least 9.0 in subjects that are assessed via both feedback and scores.
- Award the title “Học sinh Giỏi” (Good student) for students who have obtained Excellent training and learning results for the entire school year.
- Commend students for having unexpected merits in training and learning in the school year.
* For students in grades 9 and 12 (applicable to Circular 58), students will receive a certificate of merit when they achieve:
- Student of excellence: Excellent academic performance and good behavior.
- Student of progress: Good behavior and average or above average academic performance.

What are duties of lower and upper secondary students in Vietnam?
Pursuant to Article 34 of the lower secondary schools, upper secondary schools and multi-level schools charter issued together with the Circular 32/2020/TT-BGDĐT stipulating duties of lower and upper secondary students in Vietnam as follows:
- Learn and train according to curricula and education plans of their schools.
- Respect their parents, officials, teachers and staff of their schools, and those older than them; maintain solidarity and mutual support in learning and training; conform to the charter and rules of their schools; and abide by the law.
- Take exercises and maintain personal hygiene.
- Participate in group activities of their schools and classes, Ho Chi Minh Young Pioneer Organization and Ho Chi Minh Communist Youth Union; help their families, join physical and social activities and environmental protection activities, and maintain traffic order and safety.
- Protect school and public property; contribute to fostering, preservation and enhancement of school traditions.
What are rights of lower and upper secondary students in Vietnam?
Pursuant to Article 35 of the lower secondary schools, upper secondary schools and multi-level schools charter issued together with the Circular 32/2020/TT-BGDĐT stipulating rights of lower and upper secondary students in Vietnam as follows:
- Receive comprehensive education with fairness, be provided with time, facilities, hygiene and safety to learn in class and self-learn at home, be informed of their education and training, and be able to use learning, cultural and sport equipment of their schools as per the law.
- Receive respect, protection and fair and democratic treatment, complain to their schools and education authorities about decisions concerning themselves; transfer school with legitimate reason as per existing regulations; enter school before the compulsory starting age, skip a grade and study at an age higher than the compulsory attendance age according to regulations in Article 33 of this charter.
- Participate in activities for development of their gifts in academic subjects, sports and art organized by their schools if able to.
- Students eligible for social benefits, disadvantaged students and gifted students may receive sponsorship or other benefits as per the law.
- Transfer school if eligible according to regulations following school transfer procedures stipulated by the Minister of Education and Training.
- Enjoy other rights as per the law.
