Pursuant to Subsection 1, Section II of the Joint Circular 01/2006/TTLT-BGD&ĐT-BNV-BTC stipulating the rates of allowance for teachers who are directly teaching in public educational institutions as follows:
a) A rate of 25% applies to teachers who are directly teaching in universities, colleges, academies, training schools of ministries, ministerial agencies, government agencies, Party organizations, political-social organizations in the Central Government and political schools of provinces and centrally-run cities (except for teachers teaching in pedagogical schools, departments of pedagogy and teachers teaching the subjects of Marxism-Leninism and Ho Chi Minh's Thought);
b) A rate of 30% applies to teachers who are directly teaching in junior high schools, high schools, comprehensive technical centers - vocational guidance, continuing education centers, vocational training centers in the plains, cities, and towns; vocational schools, vocational schools; political training centers of districts, counties, cities, and provincial cities;
c) A rate of 35% applies to teachers who are directly teaching in preschools, elementary schools in the plains, cities, and towns; junior high schools, high schools, comprehensive technical centers - vocational guidance, continuing education centers, vocational training centers in mountainous, island, remote, and disadvantaged areas;
d) A rate of 40% applies to teachers who are directly teaching in pedagogical schools, departments of pedagogy (university, college, secondary), schools of educational management and training, and teachers teaching political subjects in vocational schools and vocational schools;
dd) A rate of 45% applies to teachers who are directly teaching the subjects of Marxism-Leninism and Ho Chi Minh's Thought in universities and colleges;
e) A rate of 50% applies to teachers who are directly teaching in preschools and elementary schools in mountainous, island, remote, and disadvantaged areas.
The identification of mountainous areas is carried out according to the regulations of the Committee for Ethnic Affairs; the island area is based on geographical reality; the remote area depending on the characteristics of each locality, guided by the provincial People's Committee after having the consensus of the Joint Ministry.
Pursuant to to Subsection 1, Section I of Circular 01/2006/TTLT-BGD&ĐT-BNV-BTC stipulating subjects who are eligible for the allowance for teachers who are directly teaching in public educational institutions as follows:
a) Teachers (including those in the probationary period or under contract) who are on the payroll and are directly teaching in public educational institutions under the national education system and schools, centers, and academies under government agencies, the Party, and political-social organizations (hereinafter referred to as public educational institutions) that are funded by the state (including revenue from the state budget and other operational revenue as prescribed by law);
b) Teachers (including those in the probationary period or under contract) who are on the payroll of public educational institutions who are in charge of the general team leader, guide practice at workshops, stations, camps, and laboratories;
c) Management staff who are on the payroll of public educational institutions and directly teach the required number of hours as prescribed by the competent authority.
According to the above regulations, even during the probationary period, you will still be entitled to a preferential allowance of 50% when directly teaching in preschools and elementary schools in mountainous, island, remote, and disadvantaged areas.

How to determine preferential allowances for kindergarten teachers in mountainous areas in Vietnam?
Pursuant to Subsection 2, Section II of the Joint Circular 01/2006/TTLT-BGD&ĐT-BNV-BTC stipulating the formula for calculating the allowance for teachers who are directly teaching in public educational institutions as follows:
Amount of preferential allowance = Minimum wage x [salary coefficient according to the current grade, step + leadership allowance coefficient (if any) + % (converted to coefficient) of seniority allowance (if any)] x preferential allowance rate
