Do kindergarten students have to pay tuition fees?
At Clauses 2, 3, 4, Article 15 of Decree 81/2021/ND-CP (Effective from October 15, 2021), specifically:
Children attending kindergarten and students with disabilities.
Children attending kindergarten and students under 16 years old without any means of support and individuals from 16 to 22 years old attending high school or pursuing their first bachelor's degree who are eligible for monthly social support according to the provisions at Clause 1 and Clause 2, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on social assistance policies for social protection subjects. Learners at intermediate and college levels who are orphans without both parents and lack any means of support according to the provisions of the Law on Vocational Education.
Children attending kindergarten and students in general education programs at continuous education facilities who have either parent or both parents, or grandparents (in cases where they live with grandparents) belonging to poor households according to regulations of the Prime Minister of the Government of Vietnam.
Therefore, according to the mentioned regulations, not all kindergarten children are exempt from tuition fees. Only kindergarten students belonging to the specified subjects mentioned above are exempt from paying tuition fees.
