I need to know if charging a fee to get a temporary high school graduation certificate of 100,000 VND is legal? According to Article 60 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT regulating responsibilities of high schools
1. Complete teaching the high school program as appointed by the local DET, conduct reviews for students, instruct students to get their ID cards in no later than the first semester of 12th grade; examine and classify the academic performance of self-study candidates appointed by the DET.
2. Receive candidates’ applications for registration, re-marking application; verify the applications of the school's students; complete the list of registered candidates and send the data to the local DET; print, sign and send examination notices to candidates.
3. Train and inform the exam regulation to staff, teachers, students ; provide facilities in good condition to support the Exam Council in case being chosen as an Exam Place or marking or re-marking place.
4. Receive the re-marking request of candidates, form the list of re-marking requests and send to the DET; send the scores certificate to candidates who registered to take the exam at the same place.
5. Issue temporary high school graduation certificates and certificates of complete compulsory education program.
6. Store the data of the exam in accordance with the regulation.
7. Compare the average scores of papers/component subjects with GPA of equivalent subjects in the 12th grade of students in the high school as the basis for make fundamental changes in teaching and studying in the school.
Thus, based on the above regulations in Vietnam, the school is responsible for issuing temporary high school graduation certificates to students.
In addition, Clause 2, Article 4 of the Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of the national educational system issued together with Circular 21/2019/TT-BGDDT:
2. A degree/certificate holder has the obligations to:
a) Provide information to be written on the degree or certificate to the issuing authority accurately and adequately;
b) Review the information written on the degree or certificate before signing to acknowledge receipt of the degree or certificate;
c) Provide a letter of authorization as regulated if the degree or certificate is received by another person;
d) Protect the degree or certificate; neither erase or alter any content written on the degree or certificate nor allow another person to use it;
dd) Use the degree or certificate together with the decision on amendment to the degree or certificate after such amendment;
e) Inform the issuing authority and nearest public security authority upon loss of the degree or certificate;
g) Return the degree or certificate to the authority with competence in its revocation within 30 days starting from the date of receipt of the revocation decision. In case the degree or certificate is lost, draw up a written confirmation of such loss and be held accountable to the law for the confirmed contents.
Thus, for students receiving a temporary High School Graduation Certificate, they need to fulfill the above obligations in Vietnam. Therefore, you only need to bring your identification documents to compare information.
Currently, there is no regulation that when receiving a temporary high school graduation certificate, you must pay money in Vietnam. Therefore, the school charging each student 100,000 VND is not in accordance with regulations. In this case, you can complain directly to the school Principal for resolution.

Point a, Clause 1, Article 40 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT stipulates:
1. Students participating in contests and other activities shall receive the amount of extra points as follows:
a) Get individual prizes in the contest of sciences for excellent 12th-graders: Win first, second, third prize in the national contest or first prize in provincial contests: +2.0 points; get consolation prize in the national contests or second prize in provincial contests: +1.5 points; Get third prize in provincial contests: +1.0 points;

According to this regulation in Vietnam, in case students win prizes in the exam to select excellent students in 12th grade cultural subjects, they will be given incentive points to be considered for recognition of high school graduation. Students who win second prize at the provincial (city) level will receive an additional 1.5 points.
Therefore, if you get second prize in the provincial-level literature subject in grade 12, you will be given 1.5 points to consider graduation in Vietnam.
If I get a prize in the provincial-level excellent students, will I get priority points in Vietnam?
Let me ask you, I won the second prize in Literature at provincial-level excellent students in grade 12. So will I get extra points to go to university? I'm studying in HCM.
