In Clause 2, Article 8 of the Regulation on university and college enrollment in early childhood education, promulgated together with Circular 08/2022/TT-BGDDT, stipulates candidates for direct admission and priority for admission as follows:

2. Candidates who achieve high achievements in national or international exams, competitions, and tournaments organized and nominated by the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism to participate, will be directly considered for admission in the contest. the year of graduating from high school (or graduating from secondary school) in disciplines relevant to the exam subject, subject content or profession to participate in, compete or win prizes; specifically in the following cases:

a) Candidates who win first, second and third prizes in national and international competitions for selecting excellent students or in national and international science and technology competitions organized and appointed by the Ministry of Education and Training; winning time must not exceed 3 years by the time of direct admission;

b) Candidates who win official prizes in international art competitions in singing, dancing, music and fine arts recognized by the Ministry of Culture, Sports and Tourism; winning time is not more than 4 years by the time of direct admission;

c) Candidates participating in the national team compete in official international tournaments certified by the Ministry of Culture, Sports and Tourism to have completed their tasks, including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups; winning time is not more than 4 years by the time of direct admission;

d) Candidates who win first, second and third prizes in ASEAN regional skills competitions and international skills competitions sent by the Ministry of Labor, War Invalids and Social Affairs; The time of winning the award must not exceed 3 years from the time of direct admission.

Thus, according to the above regulations in Vietnam, candidates who win first, second and third prizes in national and international competitions to select excellent students are eligible for direct admission and priority is given to university admission.

a) The candidate is a person with a particularly severe disability who has a certificate of disability issued by a competent authority in accordance with regulations, is capable of studying a number of disciplines prescribed by the training institution but is unable to apply for the position according to the normal enrollment method;

b) Candidates are ethnic minorities according to current regulations of the Government and candidates in 20 poor border districts and islands in the Southwest region;

c) Candidates who have had a permanent residence for 3 years or more, studied for 3 years and graduated from high school in poor districts (boarding ethnic minority high school students based on their permanent residence) according to the regulations of the Government, the Prime Minister Government;

d) The candidate is a foreigner whose results of the test of Vietnamese knowledge and ability meet current regulations of the Minister of Education and Training.

Therefore, candidates who are extremely severely disabled people with disability certificates issued by competent authorities are able to study some majors prescribed by the training institutions but are not able to apply according to the training method. Normal admissions procedures may be considered for direct admission to the university in Vietnam.

What are methods of university admission in Vietnam?

Pursuant to Article 6 of the Regulation on university and college enrollment in early childhood education, promulgated together with Circular 08/2022/TT-BGDDT stipulating the enrollment method as follows:

1. The training institution shall decide on one or several methods of enrollment (entrance examination, admission examination or a combination of entrance examination and examination), which shall apply to the whole training institution or to some programs separately. program, industry, field and form of training. A program or training branch can use several enrollment methods at the same time.

2. Each method of enrollment must clearly specify the evaluation and admission criteria and how to use a combination of criteria to classify, rank and determine the admission conditions for candidates at the request of the candidates. training programs and disciplines. Criteria for assessment and admission must be based on the requirements of background knowledge and core competencies that candidates need to study in a training program or major.

3. For the method of enrollment based on academic results, exam results for each subject (including summaries of high school subjects, exam scores of high school graduation subjects and other assessment results):

a) The combination of subjects used for admission consideration includes at least 3 subjects suitable to the characteristics and requirements of the training program (coefficients can be calculated for each subject), including mathematics or literature;

b) A discipline or training program may use several combinations of subjects simultaneously, in which the difference between these combinations may be specified when determining the conditions for admission;

c) Do not use more than 4 selection combinations for a discipline, a training program (except for the case where the combinations of subjects differ only in foreign languages).

4. For an industry or training program, there are separate criteria for each selection method or selection combination:

a) The allocation of criteria between the methods and combinations of selection must have a reasonable basis; not cause unfairness to candidates who choose different methods and combinations of admission;

b) The change or addition of the selection method or combination must have a reasonable basis and schedule; do not reduce the target allocation ratio of a method or combination used in the previous year by more than 30% (in the target structure of the sector or training program) unless such change or addition has already announced at least 1 year before the time of registration opening.

5. The training institution shall be responsible for explaining the scientific and practical bases in determining the enrollment method, the recruitment examination method, the selection selection combination and the allocation of enrollment quotas; which is based on analysis, evaluation and comparison of the academic results of the admitted students every year.

The above are the methods of university admission that are regulated by law in Vietnam.
