Determination Method for Areas Eligible for University Admission Bonus Points
Pursuant to Clause 4, Article 7 of Circular 05/2017/TT-BGDDT, the policy on regional priority is stipulated as follows:
The admission regions are divided as follows:
- Region 1 (KV1) includes:
Communes in regions I, II, III belonging to ethnic and mountainous areas according to current regulations applicable to the candidate's high school or intermediate education duration; particularly difficult communes in coastal and island fringe areas; particularly difficult communes, border communes, safe zones under the investment scope of Program 135 as stipulated by the Prime Minister of the Government of Vietnam.
- Rural Region 2 (KV2-NT) includes:
Localities not belonging to KV1, KV2, KV3;
- Region 2 (KV2) includes:
District-level towns, provincial cities; district-level towns, suburban districts of centrally governed cities (excluding communes in KV1);
- Region 3 (KV3) includes:
Inner-city districts of centrally governed cities. Candidates belonging to KV3 are not entitled to regional priority.
Candidates who study continuously and graduate from high school in any region shall enjoy the regional priority of that region. If, during the three years of high school (or during intermediate education) there is a transfer, the longer period in any region will determine the regional priority. If a candidate studies at different schools in regions with different levels of priority each year, or splits time equally between schools in different regions, they will enjoy the regional priority of the region where they graduated. This regulation applies to all candidates, including those who graduated before the enrolment year.
Clause 7, Article 1 of Circular 07/2018/TT-BGDDT stipulates:
The priority score framework by subject and region: The difference in admission scores between two consecutive subject groups is 1.0 point, and between two consecutive regions is 0.25 points based on the total score of the three exams/subjects (in the subject combination for admission) not multiplied by the factor, according to a 10-point scale.
Thus, the determination of regions for university admission points will be based on the level of difficulty as well as administrative units, as specified in the above guidance. The lowest regional priority score is 0.25 and the highest is 0.75.
