Democratic Processes in the Preliminary Selection for Admission to the People’s Public Security Forces: How Are They Regulated?
According to Article 6 of Circular 44/2021/TT-BCA (Effective from June 16, 2021) regulating the implementation of democracy in the preliminary selection for admission to the People's Public Security as follows:
Preliminary selection for admission into the People's Public Security includes: receiving registration forms; checking academic performance, conduct, and ethical qualities; health check; assessing talent and other capabilities; and verifying, investigating, and concluding political standards or preliminary verification of background, completing application dossiers submitted to People's Public Security schools in accordance with the Ministry of Public Security's admission regulations.
Relevant public security units and localities shall establish Preliminary Selection Boards and specialized committees (if necessary) within their authority.
Individuals who have their children, spouses, parents, siblings, or the caregivers of themselves or their spouses applying for admission are not allowed to participate in the Preliminary Selection Board or specialized committees.
The Preliminary Selection Board shall ensure the correct and sufficient composition as prescribed by the Ministry of Public Security, work openly, democratically, and make decisions based on the majority.
Publicize the preliminary selection results to the applicants, accept requests for re-evaluation of preliminary selection results from the applicants and organize the re-evaluation, and notify the applicants of the re-evaluation results.
Public security units and localities shall issue a preliminary selection certificate in the form prescribed by the Ministry of Public Security to applicants who pass the preliminary selection.
