Copy of the Reissued Diploma When Lost May Only Be Used Once
According to Clause 1, Article 27 of Regulation promulgated under Circular 21/2019/TT-BGDDT, there is a provision as follows:
Article 27. Issuing copies of diplomas and certificates from the original register
- Issuing copies of diplomas and certificates from the original register is the act of the agency managing the original register issuing the diplomas and certificates based on the original register to issue copies.
Additionally, in Clause 2, Article 2 of Decree 23/2015/ND-CP on issuing copies from the original register, certifying copies from the originals, certifying signatures, and certifying contracts and transactions, there is a definition of certifying copies from the originals as follows:
Certifying copies from the originals is the act of the competent authority or organization as prescribed by law certifying that the copy is a true copy of the original.
=> Thus, according to the aforementioned provisions, the certification of copies from the originals is based on the originals for the procedure of issuing copies. In my personal opinion, the copy of a graduation diploma issued from the original register is still a copy and therefore cannot be used as the basis for issuing another copy. Consequently, the copy of a graduation diploma issued from the original register should only be used once.
