Conditions for Upgrading Primary School Teachers' Salary from Grade IV to Grade III
Point a Clause 1 Article 7 Circular 02/2021/TT-BGDDT stipulates the cases of appointment to the professional title of primary school teacher as follows:
Officials who have been appointed to the ranks of professional titles of primary school teachers according to the provisions of Joint Circular No. 21/2015/TTLT-BGDDT-BNV, if meeting the standards of the professional title as prescribed in this Circular, shall be appointed to the professional title of primary school teacher as follows:
Primary school teacher rank IV (code V.07.03.09) is appointed to the professional title of primary school teacher rank III (code V.07.03.29).
You are currently a primary school teacher rank IV, if you meet the standards of primary school teacher rank III as prescribed in Circular 02/2021/TT-BGDDT, you will be appointed as primary school teacher rank III.
The conditions of primary school teacher rank III specifically stipulated in Article 3 of Circular 02 include:
- Standards of professional ethics
+ Comply with the guidelines and policies of the Communist Party, laws of the State, regulations of the sector and localities regarding primary education;
+ Regularly cultivate ethics, uphold the spirit of responsibility, maintain the qualities, honor, and reputation of the educator; be a role model for students;
+ Love, treat fairly, and respect the personality of students; protect the legitimate rights and interests of students; unite and assist colleagues;
+ Strictly implement the regulations on teacher ethics; regulations on behavior, conduct, and attire.
- Standards of training and further education
+ Have a bachelor's degree or higher in a teacher training major for primary school teachers.
In case the subject has not enough teachers with a bachelor's degree in teacher training, there must be a bachelor's degree in a suitable major and a pedagogical training certificate for primary school teachers according to the program issued by the Minister of Education and Training;
+ Have a training certificate according to the standards of the professional title of primary school teacher rank III (for newly recruited primary school teachers to rank III, they must have the certificate within 36 months from the date of recruitment).
- Standards of professional competence and skills
+ Grasp the guidelines, policies, laws of the Communist Party, the State, regulations, and requirements of the sector, and the localities regarding primary education and implement them in the assigned tasks;
+ Teach and educate ensuring the quality according to the education program and the school's education plan;
+ Apply the knowledge of pedagogy and child psychology into the practical education of students;
+ Be able to apply teaching and educational methods to develop qualities and competencies for students;
+ Be able to cooperate with colleagues, parents of students, and the community to enhance the educational effectiveness for students;
+ Regularly self-study and self-improve to develop personal professional competence; know how to apply the results of applied pedagogical research into teaching and education practice; guide students to create teaching aids by themselves;
+ Be able to apply information technology in performing the duties of a primary school teacher rank III and be able to use foreign languages or ethnic minority languages in specific tasks assigned.
