Conditions for Promotion in Professional Title
According to Article 3 of Circular 28/2017/TT-BGDDT and Clauses 2, 3 Article 5 of Joint Circular 23/2015/TTLT-BGDDT-BNV, regulations on standards and conditions for rank promotion of job titles in professional titles are specified. To be specific:
- Educational institutions that require job positions of the registered professional title rank and are authorized by the competent authority to attend the rank promotion examination.
- Evaluated by the competent authority as having completed tasks well or better continuously for 03 (three) years up to the deadline for submitting the application; possesses sufficient qualities and professional ethics; not under disciplinary action or having received notification from the competent authority regarding consideration of disciplinary action.
- Possesses a minimum of a bachelor's degree in pedagogy or a bachelor's degree in relevant teaching disciplines and holds a certificate in pedagogical training for high school teachers;
- Holds a level 2 foreign language proficiency according to regulations in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 issued by the Ministry of Education and Training on the 6-level Foreign Language Proficiency Framework for Vietnam or a certificate in ethnic minority languages for job positions requiring such language skills;
For foreign language teachers, the second foreign language proficiency must meet level 2 according to regulations in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 issued by the Ministry of Education and Training on the 6-level Foreign Language Proficiency Framework for Vietnam;
- Has the standard level of computer skills specified in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Ministry of Information and Communications on the Information Technology Skill Standards;
- Holds a certificate for training for high school teachers at rank II.
- Firm understanding of the guidelines, policies, laws of the Communist Party, the State, and the regulations and requirements of the educational sector and local authorities regarding high school education;
- Properly implements the plans and programs for high school education;
- Flexibly applies and guides colleagues in applying knowledge of education science and adolescent psychology into the practical education of high school students;
- Effectively applies knowledge of economics, culture, and society in career orientation and student streaming for high school students;
- Actively cooperates with colleagues, parents, and the community to enhance the efficiency of high school student education;
- Capable of effectively applying, evaluating, or guiding colleagues in writing innovative teaching experiences, and conducting school-level or higher-level applied scientific research in pedagogy;
- Capable of guiding and evaluating high school students' scientific and technical research projects from school level or higher;
- Recognized as a grassroots-level emulation soldier or an excellent high school teacher, or an excellent high school homeroom teacher at the school level or higher;
- Civil servants promoted from the rank of high school teacher grade III to the rank of high school teacher grade II must have held the position of high school teacher grade III or equivalent for at least 06 (six) years, with the most recent period holding the grade III rank being at least 01 (one) year.
These are the standards and conditions for promoting primary school teachers from rank 2 to rank 3.
