Certificate of Completion of General Education Program: Is It Equivalent to a High School Diploma?
According to Clause 1, Article 46 of the High School Graduation Exam Regulations issued together with Circular 15/2020/TT-BGDDT regarding the issuance of Certificates of Completion of the General Education Program, it stipulates that:
Learners who fall under the categories specified in points a and b, clause 1, Article 12 of these Regulations and meet the conditions set by the Minister of Education and Training to take the exam but do not sit for the exam or do not meet the requirements to be recognized as having graduated from high school, shall be issued a Certificate of Completion of the General Education Program.
Thus, the Certificate of Completion of the General Education Program is issued to the following individuals:
- Individuals who have completed the high school program in the year when the exam is conducted;
- Individuals who have completed the high school program but have not taken the high school graduation exam or have taken it but have not graduated from high school in previous years.
These individuals did not sit for the exam or did not meet the requirements (did not score enough points) to be recognized as having graduated from high school.
Therefore, the Certificate of Completion of the General Education Program is not a high school diploma. It is a certificate that the individual has completed the general education program.
