Based on Clause 3, Article 54 of the High School Graduation Examination Regulations issued with Circular 15/2020/TT-BGDDT as amended by Clause 17, Article 1, Circular 05/2021/TT-BGDDT, which stipulates the handling of candidates violating the Examination Regulations:

All violations of the Examination Regulations must be recorded, disciplined, and notified to the candidates.

3. Suspension:

a) For candidates violating one of the following: Having been disciplined with a warning once, but during the examination for that subject, continuing to violate the examination regulations at a level of reprimand or warning; bringing prohibited items as stipulated in Article 14 of these Regulations into the exam room/waiting room or while moving between the exam room and the waiting room; taking the exam question paper out of the exam room or receiving solved answers from outside the exam room; writing or drawing on their exam paper content unrelated to the exam; engaging in actions that are aggressive or threatening towards those responsible for the exam or other candidates; not complying with the instructions of the supervising officer or the waiting room manager while moving within the exam area and during the waiting time in the waiting room;

b) The Exam Supervisor (CBCT) shall record the incident, confiscate the evidence (if any) and report to the Head of the Exam Center to decide on the suspension. If the Head of the Exam Center does not agree, it shall be reported to the Head of the Examination Committee for a decision. The suspended candidate must submit their exam paper, question paper, and draft paper to the CBCT, leave the exam room immediately upon the decision, and only leave the exam area after the exam session ends;

c) Candidates suspended in any given year will have their entire exam results for that year canceled.

According to the above regulations, candidates for the 2024 High School Graduation Examination will be suspended in the following cases:

- Having been given a warning once but continuing to violate examination regulations during the exam session at a level of reprimand or warning.- Bringing the following prohibited items into the exam room/waiting room or while moving between the exam room and the waiting room:

+ Carbon paper, correction pens, alcoholic beverages.+ Weapons and explosive, flammable materials.+ Documents, communication devices (receiving, transmitting information devices, audio, video recorders) containing information for cheating during the exam;

- Taking the exam question paper out of the exam room or receiving solved answers from outside the exam room.- Writing or drawing on their exam paper content unrelated to the exam.- Engaging in aggressive actions or threatening those responsible for the exam or other candidates.- Not complying with the instructions of the supervising officer or the waiting room manager while moving within the exam area and during the waiting time in the waiting room.

What does the application for High School Graduation Recognition include?

Based on Article 44 of the High School Graduation Examination Regulations issued with Circular 15/2020/TT-BGDDT, the application for high school graduation recognition includes:

- Information record for high school graduation recognition;- List of candidates proposed for graduation recognition;- List and records of candidates receiving special consideration, exemption from exams, granted graduation due to reevaluation or resolution of exam record complaints;- CD containing exam data;- Related records;- Other types of records as guided annually by the Ministry of Education and Training.

What is the responsibility of the Department of Education and Training in the 2024 High School Graduation Examination?

Based on Article 58 of the High School Graduation Examination Regulations issued with Circular 15/2020/TT-BGDDT as amended by Clause 17, Article 1, Circular 02/2024/TT-BGDDT, the responsibilities of the Department of Education and Training are stipulated as follows:

- Mobilize and facilitate all necessary conditions for officials and public employees, teachers to participate in the examination as requested by the Ministry of Education and Training.- Direct and inspect the completion of teaching plans, evaluation, and classification of students in general education schools.- Direct general education schools to review and update student information of grade 12 on the sector database within the specified timeframe as guided by the examination organization.- Submit to the provincial People's Committee for decision on establishing the Provincial Examination Steering Committee.- Advise the Provincial Examination Steering Committee to direct the organization of exams in the province according to the Examination Regulations and the guidance of the Ministry of Education and Training.- Direct, organize exam registration, manage exam registration records; prepare necessary conditions on facilities for the exam; cooperate with relevant entities to organize exams for students studying foreign languages under the pilot program approved by the Ministry of Education and Training for use in high school graduation recognition.- Lead the establishment, direct and organize the implementation of the tasks of the Examination Council and its Committees; conduct training on examination organization; direct educational institutions to prepare necessary conditions on facilities for the exam.- Report to the Provincial Examination Steering Committee on the execution of examination organization tasks and arising issues during the exam organization process.- Organize the handover of exam result certificates to candidates.- Organize recognition of high school graduation for candidates; direct the organization of issuing temporary graduation certificates, high school diplomas, and certificates of completion of general education programs; publicly announce score distributions of exam subjects, component subjects, and compare average exam scores of component subjects with the corresponding subject scores of grade 12 of general education schools in the province.- Implement commendation and disciplinary measures for officials and public employees, teachers, candidates within the scope of authority; propose authorities commendation and disciplinary measures according to the Examination Regulations and legal provisions for exam participants; store exam records as prescribed.- Coordinate with the Department of Finance and relevant agencies to submit to the Provincial People's Committee to ensure funds for the examination organization.
