Can University Graduates Become Primary School Teachers?

Article 2 Circular 02/2021/TT-BGDDT

Article 2 of Circular 02/2021/TT-BGDDT stipulates the codes and ranks of job titles for primary school teachers as follows:

The job titles for primary school teachers include:

- Primary School Teacher Rank III - Code V.07.03.29- Primary School Teacher Rank II - Code V.07.03.28- Primary School Teacher Rank I - Code V.07.03.27

Article 3, Article 4, Article 5 Standards

And in Clause 3, Article 3, Clause 3, Article 4, Clause 3 Article 5 of Circular 02/2021/TT-BGDDT, the standards for training and fostering qualifications for primary school teachers of ranks I, II, III are specified as follows:

- Possess a bachelor's degree or higher in teacher training for primary school teachers.

In cases where a subject lacks a teacher with a bachelor's degree in teacher training, the teacher must have a bachelor's degree in a relevant field and hold a certificate in pedagogical training for primary school teachers according to the program issued by the Minister of Education and Training;

- Possess a bachelor's degree or higher in teacher training for primary school teachers.

In cases where a subject lacks a teacher with a bachelor's degree in teacher training, the teacher must have a bachelor's degree in a relevant field and hold a certificate in pedagogical training for primary school teachers according to the program issued by the Minister of Education and Training;

- Possess a master's degree or higher in teacher training for primary school teachers or a master's degree or higher in a relevant field for the taught subject, or a master's degree or higher in educational management;

Possess a training certificate according to the standards for primary school teacher job titles of Rank I.

=> Therefore, according to the above regulations, if one only holds a bachelor's degree but not in teacher training, this does not meet the conditions for appointment to the primary school teacher job title. However, if one holds a bachelor's degree and possesses a certificate in pedagogical training for primary school teachers according to the regulations of the Ministry of Education and Training, this will meet the educational qualification conditions.
