Can the Principal Penalize Students Who Violate Traffic Safety Regulations?
Based on Article 74 of Decree 100/2019/ND-CP stipulating the jurisdiction for administrative sanctions in the fields of road traffic and railway, as follows:
– Chairpersons of People's Committees at all levels;
– Traffic Police;
– Order Police, Rapid Response Police, Mobile Police, Administrative Management Police on Social Order;
– Heads of Commune-level Police;
– Transport inspectors;
– Representatives from Maritime Port Authorities, Aviation Port Authorities, Inland Waterway Port Authorities, individuals assigned to perform specialized inspection tasks in the fields of railway, aviation, maritime, and inland waterways;
– Transport inspectors, individuals assigned to perform specialized inspection tasks in the railway sector within the scope of their assigned functions and duties;
– Specialized environmental protection inspectors, individuals assigned to perform specialized inspection tasks in environmental protection within the scope of their assigned functions and duties.
Thus, the school principal does not have the authority to impose administrative sanctions on students who commit traffic violations.
