Can students with average conduct take the high school graduation exam?
According to Clause 1, Article 12 of the High School Graduation Examination Regulations in Circular 15/2020/TT-BGDDT, the candidates eligible for the exam include:
- Individuals who have completed the high school program in the year the exam is held;
- Individuals who have completed the high school program but have not taken the high school graduation exam or have taken the exam but did not graduate in previous years;

And in Clause 4, Article 1 of Circular 05/2021/TT-BGDDT, it is stipulated that individuals specified in point a, clause 1 of this Article must ensure that their conduct in Grade 12 is rated at least average and their academic performance is not rated as poor; especially for students who are not required to be assessed for conduct and those studying under the self-study with guidance model in the continuing education program, conduct assessment is not required;
Thus, students with average conduct can still participate in the high school graduation exam if their academic performance for the entire 12th grade is not rated as poor. Please ensure compliance with the above regulations.
