I have a son who is studying in high school. I want to learn about regulations on building a psychological counseling team for students in school. Is there any regulations on this? Who has the authority to establish and manage the school psychology consulting team for students? Can I join in this team?

Pursuant to Clause 2, Article 1 of the Circular 31/2017/TT-BGDDT stipulating subjects of application as follows:

2. This Circular applies to learners, administrators, teachers, psychological counselors, and employees of general education establishments at the elementary level , middle schools, high schools, continuing education establishments, vocational education institutions that teach supplementary programs for middle and high schools (collectively referred to as high schools) and agencies, relevant organizations and individuals.
Pursuant to Article 8 of the Circular 31/2017/TT-BGDDT stipulating as follows:
Organization and staff
1. The school has a Consulting and Support Team for students and arranges part-time staff and teachers to carry out psychological counseling for students. The members of the Student Advisory and Support Team include: Representative of school leadership as Team Leader; Members are officers and teachers who also work as psychological consultants, school medical staff, officers and teachers in charge of Youth Union and Team work, representatives of students' parents and some students who are officials of the classes, Youth Union and Team officials.
2. Officials and teachers who concurrently work in counseling for students must be experienced and trained in psychological counseling expertise (have a professional certificate in school psychology counseling according to the program issued by the Ministry of Education and Training). Teachers who concurrently work as psychological consultants are entitled to reduced teaching hours according to regulations of the Ministry of Education and Training.
From the above regulations, the structure of the School Psychology Consulting Team will include: A representative of the school leadership as the Team Leader; Members are officers and teachers who also work as psychological consultants, school medical staff, officers and teachers in charge of Youth Union and Team work, representatives of students' parents and some students who are officials of the classes, Youth Union and Team officials.
Thus, representatives of students' parents can participate in the school psychology consulting team.
Who has the authority to establish and manage the school psychology consulting team for students in Vietnam?
Pursuant to Article 10 of the Circular 31/2017/TT-BGDDT stipulating as follows:
Responsibilities of the School Principal
1. Establish a Consulting Team to support the school's students; regulates the functions, tasks, coordination mechanism, direction and planning and organization of psychological counseling activities for students.
2. Organize surveys and develop initial psychological data for students at the beginning of school; Classify, monitor, and regularly update students' characteristics and psychological developments.
3. Summarize and report to the immediate superior management agency periodically each school year.
Thus, the school principal can decide to establish and manage a school psychology consulting team.
What are sources for funds for school psychological consulting in Vietnam?
Pursuant to Article 9 of the Circular 31/2017/TT-BGDDT stipulating as follows:
Facilities and funding
1. The school arranges a separate psychological counseling room (for elementary schools, a consulting room or corner can be arranged depending on the size and conditions of the school) to ensure privacy, discreet, accessible and suitable for organizing consulting activities; Equip with necessary facilities, equipment, documents, and learning materials to ensure the implementation of consulting tasks.
2. Funding for psychological counseling is taken from:
a) The school's regular expenses;
b) Sponsorships and supports from domestic and foreign organizations and individuals according to the provisions of law;
c) Other legal sources of income.
3. Funds spent on psychological counseling are managed and used for the right purposes and according to the provisions of law.
Thus, funding for school psychological counseling for students comes from the following 3 sources:
- Regular expenditure sources of the school;
- Sponsorships and supports from domestic and foreign organizations and individuals according to the provisions of law;
- Other legal sources of income.
