Can parents of students join participate in the school psychology consulting team in Vietnam? Who has the authority to establish and manage the school psychology consulting team for students in Vietnam? What are sources for funds for school psychological consulting in Vietnam?

I have a son who is studying in high school. I want to learn about regulations on building a psychological counseling team for students in school. Is there any regulations on this? Who has the authority to establish and manage the school psychology consulting team for students? Can I join in this team?

Thank you!
