Can High Schools Be Established as Private Institutions?
Based on Clause 1, Article 4 of the Charter of middle schools, high schools, and multi-level schools (issued together with Circular 32/2020/TT-BGDDT) stipulating the type and system of middle schools as follows:
- Middle schools are organized into two types: public and private.
a) Public middle schools are established and directly managed by competent state agencies. The investment in infrastructure and regular operational costs of public middle schools are mainly ensured by the state budget.
b) Private middle schools are invested in by domestic investors or foreign investors who ensure the operating conditions and are established in accordance with the law. The investment in infrastructure and operational costs of private middle schools comes from non-state budget sources.
Thus, high schools can absolutely be established as private institutions instead of only being established as public institutions as we commonly see. However, the investment in infrastructure and operational costs of private high schools comes from non-state budget sources.
