Can Foreign Experts Write Textbooks?

According to Clause 1, Article 11 of the Regulation on standards and procedures for compiling and editing textbooks; standards for organizations and individuals compiling textbooks; and the organization and activities of the National Council for Appraisal of Textbooks (issued together with Circular 33/2017/TT-BGDDT) and Clause 1, Article 1 of Circular 23/2020/TT-BGDDT (effective from September 21, 2020), it is stipulated:

Textbook compilers must meet the following standards:

- Possess an educational qualification from a university or higher, be knowledgeable in educational sciences, and have expertise that aligns with the textbook being compiled;

- Be a Vietnamese citizen with good moral character and sound ideology.

Thus, textbook compilers are required to be Vietnamese citizens. Therefore, foreign individuals and experts are not permitted to compile textbooks.
