Can children of those infected with Agent Orange get bonus points when taking the high school graduation assessment in Vietnam? When will children of those infected with Agent Orange be recognized as high school graduates in Vietnam? Are disabled children of those infected with Agent Orange exempt from all papers of the high school graduation examination in Vietnam?
Hello, my mother is infected with Agent Orange due to inheritance from her grandfather. This year I took the high school graduation exam. Please ask, will children of those infected with Agent Orange get bonus points when taking the high school graduation assessment? When will children of those infected with Agent Orange be recognized as graduating from high school?

In Clause 2, Article 39 of the Regulation on high school graduation exam issued together with Circular 15/2020/TT-BGDDT, regulations on bonus points in the high school graduation exam are as follows:
2. Group 2 : Candidates shall receive 0.25 point as bonus if they are one of the following subjects:
a) Continuing education candidates who are war invalids, sick soldiers, those receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81%;
b) Children of war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81% , Hero of the People’s Armed Force, Hero of Labor; children of Vietnamese Heroic Mother, Hero of the People’s Armed Force, Hero of Labor;
c) Ethnic minority candidates;
d) Kinh ethnic people, foreigners who has registered of permanent residency for 3 years and above (up to the date of the exam) and live in extremely disadvantaged communes, border communes, former revolution bases under the cover of program 135, extremely disadvantaged communes in coastal areas and islands specified in current regulation by the Prime Minister; live in extremely disadvantaged communes in Zone I,II,III of mountainous areas and highlands specified in current regulation by the Committee of Ethnic Minority Affairs; study at high schools located outside the urban districts area of central-affiliated cities for at least two thirds of high school time;
dd) Those who are infected with dioxin, children of those infected with dioxin, children of revolutionary activists infected with chemical toxins, those who have deformities, malformations, working capacity loss as a result of exposing to chemical toxins certified by competent authorities;
e) Continuing education candidates whose age is 35 and above at the time of the exam.
According to the above regulations in Vietnam, if you are child of a person infected with Agent Orange, specifically your mother, you will be awarded 0.25 points in the high school graduation exam.

When will children of those infected with Agent Orange be recognized as high school graduates in Vietnam?
In Article 42 of the Regulation on high school graduation exam issued together with Circular 15/2020/TT-BGDDT, regulations on High school graduation recognition are as follows:
1. Candidates who meet the requirements of taking the exam, have no discipline record at the level of score disposal and above, have all papers and component subjects in combined papers scored greater than 1 point in scale 1-10 and have the grade-point average for graduation assessment from 5 and above are qualified to be recognized as high school graduates.
2. Candidates who meet the requirements of taking the exam and have the grant of exemption from all of papers as prescribed in Article 36 of this Regulation shall be recognized as high school graduates.
According to this Article in Vietnam, when you meet the above conditions, you will be recognized as high school graduates.
Are disabled children of those infected with Agent Orange exempt from all papers of the high school graduation examination in Vietnam?
In Clause 3, Article 36 of the Regulation on high school graduation exam issued together with Circular 15/2020/TT-BGDDT, regulations on exemption from all papers of the exam are as follows:
3. People suffering from extremely severe disabilities and severe disabilities as prescribed in clause 1, clause 2 Article 3 of the Government’s Decree No. 28/2012/ND-CP dated April 10 2012; revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above; offspring of revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above must satisfy the following requirements:
a) In the case of disabled students who follow the general education program: They must finish the high school program and meet the requirements as prescribed in clause 2 Article 12 of this Regulation to take the exam; and have the certificate of disability issued by the competent authority;
b) In the case of disabled students who do not meet the requirements of the general education program: They shall have the certificate of the implementation of the individual education plan each year at high school level approved by the headmaster of the school at which they studied; and have the certificate of disability issued by a competent authority;
c) In the case of revolutionary activists and their children infected with chemical toxins: They must finish the high school program and meet the requirements as prescribed in clause 2 Article 12 of this Regulation to take the exam; and have the certificate of infection with chemical toxins with the working capacity loss from 61% and above issued by a competent authority.
Thus, in the case of children of those infected with Agent Orange with disabilities, they must fully meet the above conditions to be exempted from all papers of the high school graduation examination according to provisions of law in Vietnam.
