Can an person whose family member has a conviction apply for the Vietnam People's Police Force exam?
According to point a, clause 2, Article 64 of the Criminal Code 1999, the cases which is naturally eligible for expungement are as follows:
The convicted person is not convicted of crimes stipulated in Chapter XI and Chapter XXIV of this Code, if from the time of completion of the sentence or from the expiration of the statute of limitations for execution of the sentence the person does not commit a new crime within the following periods:
+ One year in the case of being penalized with a warning, a fine, non-custodial reform, or imprisonment which is suspended;

Thus, from the date of completing the sentence (15 months of reform), after one year, your father's criminal record will be automatically expunged. As of now, your father's criminal record has naturally been expunged.
According to the provisions in Circular 15/2016/TT-BCA regulating admissions to People's Public Security schools, there are no stipulations regarding the personal background of family members. Therefore, whether your father has a criminal record or not does not affect your eligibility to apply to these schools.
However, due to the special nature of the sector, there are many internal documents related to résumés, so you need to review the specific regulations to apply. Additionally, according to criminal law provisions, once a criminal record is expunged, it means not having been convicted and also having no criminal record. Thus, your father's background is still good and does not affect you.
