Based on Clause 1, Article 12 of Circular 15/2016/TT-BCA regulating the admission of young students of ethnic minority cultural as follows:

Students belonging to ethnic minorities

+ Subjects:

Students belonging to ethnic minorities with permanent residency for 05 years or more (up to July of the enrollment year) in economically and socially disadvantaged communes as prescribed by the Government.

+ Conditions, selection criteria:

Have graduated from lower secondary school (end of grade 9), with academic performance from average and above, conduct from good and above;

Must be able to use their ethnic language;

Meet the standards of politics, ethics;

Have a balanced physique, not suffering from chronic or incurable diseases;

Have normal physical and mental development capabilities;

Height of 1.50 meters or more for males and 1.48 meters or more for females;

Under 17 years old.

The number of female candidates from the above-mentioned subjects is decided by the Provincial Police Director, but not exceeding 15% of the total annual allocation for local police. Do not admit 02 (two) students from the same family and within a period of 03 years, do not admit more than 05 (five) students from the same commune.

+ Admission:

Based on the allocated targets, local police organize selection, submit applications and lists to the college. The People's Police Culture Colleges verify the admission criteria, report the list to the General Political Department of the People's Police for approval before organizing enrollment and admission.

Therefore, according to the current regulations, the admission criteria for ethnic minorities require academic performance in lower secondary school from average and above. In comparison with the case you mentioned, since you belong to the ethnic minority group, you have met the academic performance requirement.

However, for you to be directly admitted to the culture college, you need to meet the other specified conditions as mentioned above.

Other candidates admitted in the upper secondary school at the School of Culture in Vietnam

Based on Clause 2, Article 12 of Circular 15/2016/TT-BCA regulating other candidates admitted to upper secondary school at the School of Culture as follows:

- Be a children of martyrs, veterans of the People's Police (disability rate of 81% or more);

- Meet the standards of politics, ethics; have a balanced physique, not suffering from chronic or incurable diseases;

- Have normal physical and mental development capabilities; height of 1.50 meters or more for males and 1.48 meters or more for females, under 17 years old;

- Have graduated from lower secondary school, with conduct from good and above if desired, approved by the police units, localities, and requested to be directly admitted to the People's Police Culture College.

- Admit to cultural training at the People's Police Culture School ends before August 15 of the enrollment year.
