Pursuant to Article 2 of Circular 27/2017/TT-BGDĐT stipulating the standards for teachers to be Head of the Scout Group as follows:

1. Teachers selected to be Head of the Scout Group must meet the following standards:

a) Meet the full standards for the professional title of teacher according to the professional title of teacher held (standards for primary school teachers are specified in Circular No. 21/2015/TTLT-BGDĐT-BNV dated September 16, 2015 on code numbers, standards for professional titles of public primary school teachers; standards for junior high school teachers are specified in Circular No. 22/2015/TTLT-BGDĐT-BNV dated September 16, 2015 on code numbers, standards for professional titles of public junior high school teachers).

b) Has been trained in Scouting activities in the same teaching major or in-service training in Scouting activities.

c) Has the ability to coordinate with organizations inside and outside the school to organize Scouting activities and youth movements.

2. Teachers with abilities in music, fine arts, physical education and sports, presentation, event organizing, and communication are prioritized to help the school organize Scouting activities and youth movements well.

Therefore, if you graduated from a university of education, you are not yet eligible to be the Head of the Scout Group. You need to take a training course in Scouting activities in the same teaching major or in-service training in Scouting activities according to the law.

How long can a teacher be assigned to be the Head of the Scout Group in Vietnam?

Pursuant to Article 5 of Circular 27/2017/TT-BGDĐT stipulating the time limit for teachers to be assigned to be the Head of the Scout Group as follows:

1. The term of office for a teacher to be Head of the Scout Group is 5 years. After the above term, the school is responsible for assigning the teacher to return to teaching in the same major as they were trained in.

2. In the case that a teacher has reached the end of their term but still meets the criteria and wishes to continue as Head of the Scout Group, the principal shall consult with the school board to consider and decide according to the provisions of Article 4.2 of this Circular.

3. In the case that a teacher has not reached the end of their term but ceases to be Head of the Scout Group, the principal shall issue a decision to relieve the teacher of their duties as Head of the Scout Group, and at the same time, together with the school board, shall consider, select, and appoint another teacher to replace them according to the provisions of Article 4.2 of this Circular.

Therefore, a teacher is assigned to be the Head of the Scout Group for a period of 5 years according to the law. After the above term, the school is responsible for assigning the teacher to return to teaching in the same major as they were trained in.

What are the duties and powers of the Head of the Scout Group in a primary school in Vietnam?

Pursuant to Article 3 of Circular 27/2017/TT-BGDĐT stipulating duties and powers of the Head of the Scout Group in a primary school in Vietnam as follows:

1. To carry out the duties and powers of teachers at each level of education in accordance with the regulations of the current school charter.

2. To advise the principal on matters related to professional skills, expertise in Scouting activities and youth movements within the school.

3. To develop plans, organize, and manage programs for scouts and students in the school in accordance with the plans of the Ministry of Education, the Scouting activities and youth movements program of the Scout Council at all levels.

4. To build a system of grassroots Scout organizations in the school in accordance with the principles of organization and operation of the Ho Chi Minh Pioneer Scout Troop; train a team of chi team leaders and Scout leaders at all levels.

5. To coordinate with relevant organizations and individuals to organize Scouting activities and youth movements, and educational activities in the school.

6. To study, practice, and attend training courses on professional skills, pedagogy, Scouting activities, and youth movements organized by the Ministry of Education and the Scout Council at all levels to improve professional skills.

7. To be ensured of the conditions necessary to carry out Scouting activities and youth movements, and educational activities in accordance with the actual conditions of the school and locality.
