I have been granted a certificate of continuing education, can I use this certificate to request supplementation to the practice scope specified on the practice certificate? What types of training does continuous training include?

In Clause 2, Article 11 of Decree 155/2018/ND-CP amending regulations related to business investment conditions under the state management of the Ministry of Health, there are regulations.
1. An application for supplementation to the practice scope specified on the practice certificate shall contain:
a. An application form using form No. 05 in Appendix I hereto.
b. A valid copy of the issued practice certificate.
c. A valid of copy of a training qualification or a certificate issued by a legal training institution. The maximum training period is 6 months and must be conformable with the supplemented practice scope.
According to Section 2 of Official Dispatch 6797/BYT-KCB 2021, it is stipulated:
Thus, the certification and training certificate that you use to request additional scope of professional activities are in the form of continuing training certificates for medical staff in the exclusion cases of the regulations in Vietnam. Therefore, this certificate will not be considered valid and cannot be used to request additional scope of professional activities.

What forms does continuous training include in Vietnam?
According to Article 6 of Circular 22/2013/TT-BYT supplemented by Clause 3, Article 1 of Circular 26/2020/TT-BYT, regulations on forms of continuous training and principles of converting are as follows:
1. Participating in training, practicing courses, transferring techniques, re-training courses of professional operations for a short term domestically or abroad under form of concentrated or e-learning, and being granted certificates: Duration of participating in continuous training is calculated under reality of the training program.
2. Participating in domestic and overseas science seminars, conferences, or discussions in health sector and being certified by unit presiding over organization, basing on program of seminars, conferences, or discussions: Duration of participating in training calculated for the presiding or presenting person will be 8 periods of learning maximally, and for the participants, it will be 4 periods of learning maximally, for each seminar/conference/discussion.
3. Performing science researches; guiding dissertation, thesis; writing the science articles which are announced in accordance with regulations: The persons guiding thesis, presiding over/acting as secretary for themes at state level or ministerial level will be calculated 12 periods of learning maximally; persons guiding dissertation, or presiding over/acting as secretary for themes at grassroots will be calculated 8 periods of learning maximally (calculated from time of protecting successfully dissertation or when the themes are passed after examining and receiving).
4. Composing the professional curriculum will be calculated 08 periods maximally for 1 curriculum, depended on consideration of heads of units (calculated at time of publication); medical officers, who are not lecturers of educational facilities, are calculated under the actual teaching duration when participated in teaching related to their professional operations.
5. Form of continuous training specified in Clause 1 of this Article must have program and documents for training which are appraised and approved by the competent authorities.
6. Conversion of continuous training period specified under Clauses 2, 3, and 4 of this Article shall be decided by heads of continuous training facilities based on training program, duration, specialized contents and other applicable laws.
