Hello, I have this issue that needs to be resolved. My daughter has the schedule for the National High School Graduation Exam on July 7th, but unfortunately on the way back from studying on July 5th, she had a traffic accident. My daughter suffered a minor head injury and a broken leg, the doctor said she needs to be hospitalized for half a month to monitor her condition. Now that she can't participate in the graduation exam, can she still be granted an exception of graduation recognition?

Before the National High School Graduation Exam, if a student has an accident, will he/she be granted an exception of graduation recognition in Vietnam?
Based on Article 1, Article 37 of the Regulation of high school graduation exam issued with Circular 15/2020/TT-BGDDT, the regulations on cases of exception in graduation recognition are as follows:
1. Candidates who meet the requirements prescribed in Article 12 of this Regulation may be granted an exception of graduation recognition in the following cases: Those who have an accident, get sick or get into unexpected situations during 10 days before the exam or being unable to take the exam because of the mentioned reasons at the first day of exam.
a) Conditions for granting exception: Academic performance and conduct in 12th grade shall be classified as Good and above;
b) Required documents in the application: The admission and discharge notes of hospital of district level and above are required in the case of sickness and having an accident; records for unexpected situations verified by the local People’s Committee are required in the case of getting into unexpected situations. Proposal record of exception in graduation recognition of the high school at which the candidate registered for the exam and proof of academic performance and conduct in 12th grade.
In Article 1, Article 12 of the Regulation of high school graduation exam issued with Circular 15/2020/TT-BGDDT, the candidates include:
a) Students who have finished the high school program in the year of exam;
b) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;
c) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;
d) Other special cases subject to decision of the Minister of MOET.
Therefore, in the case of an accident before the high school graduation exam in Vietnam, exception of graduation recognition will be granted if the conditions and required documents as stipulated by law are met. Your daughter has academic and behavioral grades in grade 12 both from good and above and must provide complete medical records to be granted an exception of graduation recognition.

What is procedure to apply for granting exception of graduation recognition for high school graduation in Vietnam?
According to Article 4, Article 37 of the Regulation of high school graduation exam issued with Circular 15/2020/TT-BGDDT, the procedures to apply for granting exception of graduation recognition for high school graduation are as follows:
a) Candidates shall submit the application of granting exception to the head of units at which candidates registered for the exam in no more than 7 days after the end of the final paper. The head of the unit shall receive and transfer candidates’ applications of granting exception to DETs;
b) The council of graduation recognition shall consider and grant exception for qualified candidates prescribed in Clause 1 and 2 of this Article.
