Article 4. Cases where additional teaching and organization of extra classes are not allowed
- Do not organize extra classes for primary school students, except in cases of artistic education, sports training, and life skills training.
- Teachers currently teaching at schools are not allowed to give extra classes outside of school for a fee to students assigned to them according to the school's educational plan.
- Teachers from public schools are not allowed to manage or operate extra classes outside of school but may participate in teaching additional classes outside of school.
Public school teachers may participate in extra teaching outside of school but are not allowed to manage or operate these outside classes.

What are the principles for tutoring and extra classes in Vietnam?
Based on Article 3 of Circular 29/2024/TT-BGDDT on the principles of additional teaching and learning:
Article 3. Principles of additional teaching and learning
- Extra teaching and learning can only be organized when students have the need for, voluntarily participate in, and have consent from parents or guardians. Schools, organizations, and individuals organizing additional classes must not use any form to coerce students into attending these classes.
- The content of extra teaching and learning must not contradict the laws of Vietnam and must not convey biases regarding race, religion, profession, gender, or social status. The content of school curriculum must not be reduced to be included in extra classes.
- Additional teaching and learning should contribute to the development of students' qualities and capabilities; it must not affect the organization of the school’s educational program and the execution of the subject curriculum by teachers.
The principles of additional teaching and learning are as follows:

- The duration, timing, location, and format of extra classes must be suitable for the psychological and physical development of students and ensure their health; comply with the legal regulations on working hours, overtime, and laws concerning safety, order, and environmental hygiene, fire and explosion prevention at the location of the extra classes.
Which agency is responsible for managing extracurricular teaching activities at the local level in Vietnam?
Based on Article 8 of Circular 29/2024/TT-BGDDT on the responsibilities of the provincial People's Committees:
Article 8. Responsibilities of the provincial People's Committees
- Take responsibility for managing extracurricular teaching activities at the local level.
- Issue regulations on extracurricular teaching and learning in the locality, including the following main contents:
a) Responsibilities of People's Committees at different levels, educational management agencies, and related agencies in implementing regulations on extracurricular teaching and learning.
b) Management and use of funds for organizing extra classes.
c) The work of inspection, supervision, and handling violations.
- Direct the inspection and supervision of extracurricular teaching activities within their jurisdiction and handle violations in accordance with the law.
The provincial People's Committees are responsible for managing extracurricular teaching activities at the local level.
