Are primary school music teachers entitled to seniority allowances?
According to Article 2 of Decree 77/2021/ND-CP, the subjects of application are prescribed as follows:
This Decree applies to educators who are teaching and educating in public educational institutions and academies, schools, and centers performing training and retraining tasks under state agencies, political organizations, and socio-political organizations (hereinafter collectively referred to as public educational institutions) that have been transitioned and had their salary graded according to Decree 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces, including:
Educators include public employees in the education and training sector (bearing identification codes starting with V.07) and public employees in the vocational education sector (bearing identification codes starting with V.09) on the payroll list approved by the competent authority, who are teaching and educating in public educational institutions funded by the State (including funding from the state budget and other sources in accordance with the law).

Professional titles for primary school teachers include:
Grade III Primary School Teacher - Code V.07.03.29.
Grade II Primary School Teacher - Code V.07.03.28.
Grade I Primary School Teacher - Code V.07.03.27.
According to the information you provided, you hold the professional title of Grade III Primary School Teacher - Code V.07.03.29. Therefore, you are identified as an educator and are eligible for this allowance.
