On March 6, 2024, the Minister of Education and Training issued Circular 02/2024/TT-BGDDT amending and supplementing certain provisions of the Regulation of high school graduation exam issued together with Circular 15/2020/TT-BGDDT.
According to the Appendix issued together with Circular 02/2024/TT-BGDDT, the List of language proficiency certificates for exemption from the Foreign Language exam in the recognition of high school graduation is as follows:

As regulations above, candidates may be exempt from taking the foreign language exam in the National High School Graduation exam in 2024 in Vietnam if they have TOEIC certificate with following scores:
- Listening: 275 points; Reading: 275 points;
- Speaking: 120 points; Writing: 120 points

Who are candidates of the National High School Graduation exam in 2024 in Vietnam?
Pursuant to Article 12 of the Regulation of high school graduation exam issued together with Circular 15/2020/TT-BGDDT stipulating candidates of the National High School Graduation exam in 2024 in Vietnam:
- Students who have finished the high school program in the year of exam;
- Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;
- Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;
- Other special cases subject to decision of the Minister of MOET.
What documents are required for registration for the National High School Graduation exam in 2024 in Vietnam?
Pursuant to Clause 2 Article 13 of the Regulation of high school graduation exam issued together with Circular 15/2020/TT-BGDDT (amended by Article 1 of the Circular 06/2023/TT-BGDDT) stipulating application for registration for the National High School Graduation exam in 2024 in Vietnam:
(1) For the students who have finished the high school program in the year of exam, the application includes:
- 2 identical exam registration applications;
- A master register or certified copy from the master register or authenticated copy extracted from the master register or copy enclosed with the master register (collectively referred to as “copies”) of the high school academic transcript or the continuing education academic transcript at the high school level or the assessment report of continuing education self-study student granted by the headmaster of a general school for comparison;
- Types of certificates valid to receive prioritization or incentive benefits (if any);
- Photo files (or 2 4x6 photos in case of registration via online methods), taken within 6 months before submitting the dossier;
(2) For the students who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years, the application includes documents specified in item (1) and following documents:
The confirmation of poor academic performance provided by the high school where the candidate studied for 12th grade or by the exam registration place; a copy of lower secondary graduation diploma; a confirmation of retention scores (if any) issued by the head master of the high school where the candidate took the exam in the previous year;
(3) For high school graduates, the application includes 2 identical application forms for the exam; a copy of high school graduation diploma; 2 4x6 cm photos;
(4) For post-secondary school graduates, the application includes:
- 2 identical application forms for the exam;
- 2 4x6 cm photos;
- A copy of lower secondary school graduation diploma, a copy of learning record or academic transcript of high school academic subjects as required in the Law on Education and its guiding documents of the MOET.
