Admission and Training at Intermediate and College Levels for Teacher Groups: What is the Penalty for the Wrong Candidates?

According to Clauses 2, 7, Article 9 of Decree 04/2021/ND-CP (Effective from March 10, 2021), the content is stipulated as follows:

Fines for the act of enrolling students in secondary vocational and college teacher education programs that do not meet the criteria are imposed as follows:

- A fine ranging from VND 5,000,000 to VND 10,000,000 for enrolling fewer than 10 students improperly;

- A fine ranging from VND 10,000,000 to VND 20,000,000 for enrolling from 10 to fewer than 30 students improperly;

- A fine ranging from VND 20,000,000 to VND 30,000,000 for enrolling 30 or more students improperly.

* Measures for rectifying consequences:

- Must annul the enrollment decision; must return the fees collected from the students and bear all expenses related to the organization of refunds for the violations stipulated in Clauses 1, 2, 3, and 4 of this Article if the violation is due to the error of both the violator and the students;

- Must transfer students who are eligible for admission and have already enrolled to other educational institutions that qualify for educational activities for violations stipulated in Clauses 1, 2, 3, and 4 of this Article if the students are not at fault;

Note: The fines stipulated above are for administrative violations committed by organizations. For the same administrative violation, the fines for individuals are half of those for organizations.
