Will the secondary school graduation classification be eliminated from the 2024-2025 school year in Vietnam?
In Article 8, Decision 11/2006/QD-BGD&DT stipulates graduation classification as follows:
Graduation classification
1. Graduation results of people studying at educational institutions are classified into 3 categories: excellent, good, average based on behavior and academic performance; If the student is in the category of not having their conduct classified, they will only be based on the results of their academic performance classification:
a) Excellent classification: good conduct, excellent academic performance;
b) Good classification: at least good conduct, good academic performance or good conduct, excellent academic performance;
c) Average classification: remaining cases.
2. Learners who are recognized as graduates according to the provisions of Clause 2, Article 7 of these Regulations are all ranked average.
In Article 4 of the Regulation on recognition of secondary school graduation issued together with Circular 31/2023/TT-BGDDT, the conditions for recognition of graduation are stipulated as follows:
Conditions for recognition of graduation
Students are recognized for graduation if they meet the following conditions:
1. Not more than 21 years old (in years) for students who have completed the general education program at the lower secondary level; from 15 years old or older (in years) for students who have completed the secondary school continuing education program.
In case students return home from abroad, study beyond the grade level, or study at an age higher than the prescribed age, they must comply with the age regulations according to the educational level of the Ministry of Education and Training.
2. Complete the general education program at the lower secondary level or the continuing education program at the lower secondary level.
3. Complete documents as prescribed in Article 6 of these Regulations.
Thus, from the 2024-2025 school year, secondary school diplomas will no longer record excellent, good, or average classification.
Note: The recognition of secondary school graduation according to Decision 11/2006/QD-BGD&DT still applies until the end of the 2023–2024 school year in Vietnam.

How old must a student be after completing the general education program to be recognized as a secondary school graduate in Vietnam?
In Article 4 of the Regulation on recognition of secondary school graduation issued together with Circular 31/2023/TT-BGDDT, conditions for recognition of secondary school graduation are stipulated as follows:
Students are recognized for graduation if they meet the following conditions:
1. Not more than 21 years old (in years) for students who have completed the general education program at the lower secondary level; from 15 years old or older (in years) for students who have completed the secondary school continuing education program.
In case students return home from abroad, study beyond the grade level, or study at an age higher than the prescribed age, they must comply with the age regulations according to the educational level of the Ministry of Education and Training.
2. Complete the general education program at the lower secondary level or the continuing education program at the lower secondary level.
3. Complete documents as prescribed in Article 6 of these Regulations.
Thus, students who complete the general education program at the lower secondary level and are no more than 21 years old will be recognized as graduating from secondary school.
Note: In case students return home from abroad, study beyond the grade level, or study at an age higher than the prescribed age, they must comply with the age regulations according to the educational level of the Ministry of Education and Training.
It is also necessary to meet the following conditions:
- Complete the general education program at the lower secondary level or the continuing education program at the lower secondary level.
- Complete documents as prescribed.
What does application for recognition of secondary school graduation for students finishing 9th grade include in Vietnam?
In Article 6 of the Regulation on recognition of junior high school graduation issued together with Circular 31/2023/TT-BGDDT, there are regulations on application documents for recognition of graduation as follows:
Application for graduation recognition
1. For students completing 9th grade at an educational institution in the year of graduation recognition, the application for graduation recognition is the student's academic record.
2. For students not subject to the provisions in Clause 1 of this Article, documents for graduation recognition include:
a) Application for graduation recognition consideration;
b) A valid copy of birth certificate or citizen identification card or ID card;
c) Original student transcript or printed electronic transcript certified by the educational institution where the student completed 9th grade. In case a student has lost the original transcript or does not have a printed copy of the electronic transcript, there must be a confirmation of training results and grade 9 learning results from the educational institution where the student completed programs.
Thus, the application for recognition of secondary school graduation for students who have completed 9th grade at an educational institution in the year of graduation recognition is the student's transcript in Vietnam.
Note: Circular 31/2023/TT-BGDDT takes effect from February 15, 2024
