Based on Article 5 of Circular 29/2024/TT-BGDDT regulating extra classes in schools:
Article 5. Extra classes in schools
- Extra classes in schools shall not charge students and is only for the categories of students registering for extra classes in each subject as follows:
a) Students with academic results in a subject in the previous semester that are not satisfactory;
b) Students selected by the school for training to improve academic performance;
c) Final-year students voluntarily registering for entrance exam preparation or graduation exam preparation according to the school's educational plan.
- Schools shall organize for the students specified in Clause 1 of this Article to submit registration forms for extra classes in each subject for each grade level (according to Form No. 01 in the Appendix attached to this Circular).
- Based on the number of registered students, schools shall develop plans for organizing extra classes in each subject for each grade level.
- The arrangement of classes, schedules, and the organization of extra classes shall ensure the following requirements:
a) Extra classes are organized by subject for each grade level; each class shall have no more than 45 (forty-five) students;
b) Extra hours shall not be scheduled to overlap with regular timetables, and shall not cover topics ahead of the curriculum distributed in the school's educational plan;
c) Each subject shall have extra classes organized for no more than 02 (two) periods/week.
- The plan for organizing extra classes shall be publicly disclosed on the school's website or posted at the school.

What are the types of schools in the national education system in Vietnam?
Based on Article 47 of Education Law 2019 governing the types of schools in the national education system:
Article 47. Types of schools in the national education system
- Schools in the national education system are organized into the following types:
a) Public schools, invested by the State, ensuring operational conditions and acting as the ownership representative;
b) Community-established schools by local communities, including organizations and individuals in hamlets, villages, communes, wards, commune-level towns, investing in construction and ensuring operational conditions.
The type of community-established schools only applies to preschool educational institutions;
c) Private schools, invested by domestic or foreign investors and ensuring operational conditions.
Non-profit private schools are those where the investor commits and implements a commitment to operate not for profit, documented in the establishment or conversion decision; operate non-profit, not withdrawing capital, not earning dividends; accumulated profits annually belong to a unified common ownership not distributed to continue investing in the school's development.
- The conversion of school types in the national education system shall be implemented according to the following principles:
a) Only convert school types from private schools to non-profit operating private schools;
b) Implement according to the regulations of the charter, organizational and operational regulations of the school type in each level of education, training level;
c) Ensure the rights of teachers, lecturers, education management staff, employees, and learners;

Who are the learners in educational institutions in the national education system in Vietnam?
Based on Article 80 of Education Law 2019 regulating learners in educational institutions in the national education system:
- Children in preschool educational institutions
- Students in general education institutions, vocational training classes, vocational education centers - continuing education, vocational education centers, secondary schools, pre-university schools
- College and university students
- Learners at master's training institutions
- Doctoral candidates at doctoral training institutions
- Learners in continuing education programs
