Which candidates are eligible to register for the high school graduation exam in 2024 in Vietnam?
Pursuant to Clause 1, Clause 12 of the Regulations on the high school graduation exam issued with Circular No. 15/2020/TT-BGDDT, the provisions are as follows:
Candidates and eligibility requirements for examination
1. Candidates include:
a) Students who have finished the high school program in the year of exam;
b) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;
c) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;
d) Other special cases subject to decision of the Minister of MOET.
2. Eligibility requirements for examination:
a) Candidates prescribed in point a clause 1 of this Article must also meet the requirements that in 12th grade their conduct must be classified as Average and above and academic performance must not be classified as Poor. The classification of conduct is not required for continuing education learners in guided self-study mode and learners with no requirements of conduct classification.

Therefore, candidates eligible to register for the high school graduation exam in 2024 include:
(1) Students who have finished the high school program in the year of exam;
(2) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;
(3) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;

Will candidates who are Kinh people receive bonus points in the 2024 high school graduation exam in Vietnam?
Pursuant to point d, Clause 2 of Article 39 of the Regulations on the high school graduation exam issued with Circular No. 15/2020/TT-BGDDT, amended by Article 18 of Circular 06/2023/TT-BGDDT regulating bonus points:
Bonus points
1. The bonus points policy is applied to three groups of candidates, in which Group 1 consists of normal candidates with no bonus points. Candidates in Group 2 and 3 shall receive the amount of bonus points as follows:
2. Group 2 : Candidates shall receive 0.25 point as bonus if they are one of the following subjects:
a) Continuing education candidates who are war invalids, sick soldiers, those receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81%;
b) Children of war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81% , Hero of the People’s Armed Force, Hero of Labor; children of Vietnamese Heroic Mother, Hero of the People’s Armed Force, Hero of Labor;
c) Ethnic minority candidates;
d) Kinh ethnic people and foreigners with a permanent residence during high school for at least 3 years in extremely disadvantaged communes, border communes, former revolution bases under Program 135 according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister of Vietnam (from when these communes completed Program 135 to earlier); extremely disadvantaged communes in coastal areas and islands; communes in Zones I, II, III, communes with extremely disadvantaged villages in ethnic minority areas and mountainous areas according to current regulations of the Prime Minister of Vietnam or the Minister, Head of the Committee for Ethnic Minority Affairs and have attended high schools not located in districts of centrally affiliated cities for at least two-thirds of their high school time;
Therefore, candidates who are Kinh people may be considered for bonus points in the high school graduation exam if they meet the following conditions:
- Candidates have a permanent residence during high school for at least 3 years in extremely disadvantaged communes, border communes, former revolution bases under Program 135 according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister of Vietnam (from when these communes completed Program 135 to earlier);
- Candidates have a permanent residence in extremely disadvantaged communes in coastal areas and islands;
- Candidates have a permanent residence in communes in Zones I, II, III, communes with extremely disadvantaged villages in ethnic minority areas and mountainous areas according to current regulations of the Prime Minister of Vietnam or the Minister, Head of the Committee for Ethnic Minority Affairs and have attended high schools not located in districts of centrally affiliated cities for at least two-thirds of their high school time.
