I'm Nghi and I just took the IELTS test with a score of 3.5. I would like to ask if with a score like this, will I be exempted from Foreign Language paper in high school graduation assessment? In what cases will students be exempt from high school graduation assessment in all papers?

Pursuant to Article 35 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT regulations on exemption from Foreign Language paper in high school graduation assessment as follows:
1. Eligible entities:
a) Members in the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of MOET;
b) Those who have required certificates in accordance with annual guidelines for administration of high school graduation exam issued by the MOET.
2. Candidates with exemption from Foreign Language paper shall obtain the score 10 for this paper for high school graduation assessment.
3. Those who choose not to be exempted from Foreign Language paper shall take the exam and his/her score will be used for the graduation assessment in the same way of non-exempt candidate’s case.
In addition, in Sub-section dd, Section 2, Appendix II issued with Official Dispatch 1318/BGDDT-QLCL in 2021, the Foreign Language paper in high school graduation assessment is prescribed as follows:
For the Foreign Language paper, candidates can choose to take the test in one of the following 7 (seven) languages: English, Russian, French, Chinese, German, Japanese and Korean. Candidates can register for a foreign language exam other than the foreign language they are studying at high school; Candidates who are continuing education students are allowed to register for the Foreign Language paper to get university and college admission results.
Cases in which candidates are exempted from taking the Foreign Language paper in recognition of high school graduation:
- Member of the national team participating in the International Olympic Competition in Foreign Languages according to the Decision of the Minister of Education and Training.
- Candidates have one of the valid Foreign Language certificates (same or different from the Foreign Language subject being studied at high school), valid for use at least until July 6, 2021 and meet the minimum score according to The table below:
Also in this Section, it is stipulated that the number 01 foreign language subject English according to IELTS Certificate 4.0 points is specified by the certification issuer: British Council (BC) or International Development Program (IDP).
Thus, according to current regulations in Vietnam, those taking the high school graduation assessment with a foreign language certificate of IELT 3.5 are not exempt from the high school graduation assessment. Therefore, in your case, you still do not have enough points to be exempted from the high school graduation assessment.

Which cases are exempted from all papers of high school graduation assessment in Vietnam?
Pursuant to Article 36 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT regulating exemption from all papers of the exam as follows:
1. A person chosen to become a member in the national team for the International or Regional Olympiad of academic subject shall be exempt from all papers of the high school graduation examination if he/she:
a) is chosen in the second semester of 12th grade;
b) has his/her conduct classified as Good and academic performance classified as Good or above in the 12th grade; and
c) is named in a list of exemption of the MOET.
2. A person chosen to become a member in the national team for the International or Regional Olympiad of engineering or arts shall be exempt from all papers of the high school graduation examination if he/she:
a) is chosen in the second semester of 12th grade;
b) has his/her conduct classified as Average and academic performance classified as Average or above in the 12th grade; and
c) is named in an official dispatch on request for exemption and confirmation of training and taking test made by the recruiter sent to the DET before the date of high school graduation exam.
3. People suffering from extremely severe disabilities and severe disabilities as prescribed in clause 1, clause 2 Article 3 of the Government’s Decree No. 28/2012/ND-CP dated April 10 2012; revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above; offspring of revolutionary activists infected with chemical toxins with the degree of impairment from 61% and above must satisfy the following requirements:
a) In the case of disabled students who follow the general education program: They must finish the high school program and meet the requirements as prescribed in clause 2 Article 12 of this Regulation to take the exam; and have the certificate of disability issued by the competent authority;
b) In the case of disabled students who do not meet the requirements of the general education program: They shall have the certificate of the implementation of the individual education plan each year at high school level approved by the headmaster of the school at which they studied; and have the certificate of disability issued by a competent authority;
c) In the case of revolutionary activists and their children infected with chemical toxins: They must finish the high school program and meet the requirements as prescribed in clause 2 Article 12 of this Regulation to take the exam; and have the certificate of infection with chemical toxins with the working capacity loss from 61% and above issued by a competent authority.
According to this Article, to be exempt from the high school graduation assessment, you must fall into the 3 cases specified above, including those who are summoned to participate in the national team selection exam for the international or regional Olympics, people in teams participating in international or regional Olympic competitions, people with extremely severe disabilities and people with severe disabilities in Vietnam.
