1. The Principal agrees with the School Council on selecting a teacher to be the teacher in charge of activities of Vanguard Teenager Union chapters.
2. The principal makes a decision to appoint a teacher to be the General Manager of the school's Team after obtaining the consensus of the department of education and training or the department of education and training (the school's direct management unit) and Team Council at the same level.
Thus, the school Principal is the person with the authority to appoint teachers in charge of activities of Vanguard Teenager Union chapters. And the appointment of a teacher in charge of activities of Vanguard Teenager Union chapters is agreed upon by the Department of Education and Training or the Department of Education and Training and the Team Council at the same level in Vietnam.

1. The term for a teacher in charge of activities of Vanguard Teenager Union chapters is 05 years. At the end of the above period, the school is responsible for arranging teachers to return to teaching in the correct major.
2. In case a teacher has expired but is still qualified and wishes to continue to be the teacher in charge of activities of Vanguard Teenager Union chapters, the principal will agree with the School Council to consider and decide according to the provisions of Clause 2, Article 4 of this circular.
3. In case a teacher has not yet been appointed as the General Manager of the Team, the principal will issue a decision to stop appointing the teacher as General Manager of the Team, and at the same time, together with the School Council, consider, select and nominate the teacher. Other substitute teachers as prescribed in Clause 2, Article 4 of this Circular.
Thus, the teacher in charge of activities of Vanguard Teenager Union chapters has a term of office of 05 years. After 05 years, the school will arrange teachers to return to teach in the correct specialized training in Vietnam.

In Article 2 of Circular 27/2017/TT-BGDDT, there are regulations on the standards of teachers to be the General Manager of the Team as follows:
Standards of teachers as teacher in charge of activities of Vanguard Teenager Union chapters
1. Teachers in charge of activities of Vanguard Teenager Union chapters must meet the following standards:
a) Meet the standards for the professional title of teacher according to the class of professional title the teacher currently holds (standards for elementary school teachers specified in Joint Circular No. 21/2015/TTLT-BGDDT-BNV dated September 16, 2015 regulates codes and standards for professional titles of public elementary school teachers; standards for middle school teachers specified in Joint Circular No. 22/2015/TTLT-BGDDT-BNV September 16, 2015 regulating codes and standards for professional titles of public secondary school teachers).
b) Have been trained in Team work skills in the same major as teaching or fostering Team work skills.
c) Ability to coordinate with organizations inside and outside the school to organize Team activities and children's movements.
2. Priority is given to choosing teachers with abilities in music, fine arts, sports, presentations, event organization, and communications to help the school well organize team activities and children's movements.
Thus, teachers in charge of activities of Vanguard Teenager Union chapters must meet the following standards in Vietnam:
- Standards for teacher professional titles according to the professional title class the teacher holds;
- Have been trained in team work skills in the same major as teaching or fostering team work skills.
- Ability to coordinate with organizations inside and outside the school to organize Team activities and children's movements.
What are duties and powers of teachers in charge of activities of Vanguard Teenager Union chapters in Vietnam?
In Article 3 of Circular 27/2017/TT-BGDDT, it is stipulated that the teacher in charge of activities of Vanguard Teenager Union chapters has the following duties and powers:
- Carry out the duties and powers of teachers at each educational level according to the provisions of the current School Charter.
- Advise the principal on issues in the field of expertise, team work and children's movements within the school.
- Plan, organize and manage program activities for team members and students in the school according to the plan of the Education sector, the Team work program and children's movements of the Team Council at all levels.
- Build a system of grassroots organization of the Team in the school according to the principles of organization and operation of the Ho Chi Minh Young Pioneers Team; Training the team in charge of the squad, the command board of the squad at all levels.
- Coordinate with relevant organizations and individuals to organize Team activities and children's movements, educational activities in schools.
- Study, practice and attend professional training classes, pedagogical skills, Team work and children's movements organized by the Education sector and Team Councils at all levels to improve expertise and professionalism.
- Ensuring conditions to carry out Children's Team and movement activities, educational activities in accordance with the actual conditions of the school and locality.
