What is striving for 100% of administrative procedures related to enterprises eligible to provide online public services by 2025 in Vietnam?

May I ask if there are any goals in accordance with Resolution 58/NQ-CP in 2023 on administrative procedures related to businesses? - Question from Ms. Kha (Ho Chi Minh City).

What tasks and solutions do ministries, branches and localities have in reviewing administrative procedures related to enterprises in Vietnam?

In subsection a, Item 1, Subsection B, Section III, Resolution 58/NQ-CP 2023 clearly states:

1. Continue to improve the business investment environment, cut and simplify regulations related to business activities

a) Ministries, branches and localities:

- Focus on solving the inadequacies due to the lack of specific provisions in legal documents, overlapping and conflicts in the fields of investment, land, construction and natural resources and environment; integrate legal documents to ensure the consistency, synchronism, transparency, searchability, understanding and accessibility of the legal system; take the initiative or propose to the competent authority to reduce or simplify regulations that create new barriers, causing difficulties for investment, production and business activities, except in necessary cases and the impact on enterprises must be assessed. Review administrative procedures related to businesses in the direction of simplification or appropriate changes to be able to effectively apply digital technology and deploy online public services.

- Develop and submit to competent authorities for promulgation plannings in fields and areas under their management as a basis for enterprises to develop plans and strategies for investment, production and business with a long-term and sustainable vision. 

- Speeding up the implementation of the Prime Minister's Decision No. 882/QD-TTg dated July 22, 2022 on the approval of the National Action Plan on Green Growth for the 2021-2030 period, Decision No. 687/QD- TTg dated June 7, 2022 on the Circular Economy Development Scheme in Vietnam, Decision No. 167/QD-TTg dated February 8, 2022 on the Program to support private sector businesses in sustainable business in the period period 2022-2025.

- Organize periodical dialogues between ministries, branches, local authorities and enterprises in order to promptly remove difficulties and obstacles; substantive assessment of the business community's petition handling process; improve the efficiency of public investment; encouraging investment by the business sector, contributing to rapid and sustainable economic growth.

As such, ministries, sectors and localities have task of reviewing administrative procedures related to enterprises in the direction of simplification or appropriate changes so that they can effectively apply public services, and deploy digital technology. 

What is striving for 100% of administrative procedures related to enterprises eligible to provide online public services by 2025 in Vietnam?

In Subsection 2, Section II of Resolution 58/NQ-CP 2023, there are policy goals and solutions to support businesses to proactively adapt, recover quickly and develop sustainably up to 2025 as follows: 

2. Specific objectives:

Striving to 2025:

a) Reach 1.5 million enterprises; 8,000-10,000 business households converted into enterprises.

b) The business sector contributes about 65-70% of the country's GDP, about 30-35% of the total employment in the economy, 98-99% of the total import-export turnover.

c) About 35-40% of the total number of enterprises engaged in science and technology application and innovation.

d) 100% of business establishments, including enterprises, cooperatives, and business households, have increased awareness of digital transformation; at least 30,000 business establishments are supported to carry out digital transformation.

dd) Every year increase by 10% the number of enterprises ranked in the list of enterprises with the highest brand value of prestigious ranking organizations in the world.

e) 100% of administrative procedures related to enterprises are eligible to provide online public services.

g) 80% of enterprises employ trained workers.

Thus, one of the specific goals of the policy, the key solution to support businesses to proactively adapt, recover quickly and develop sustainably by 2025 is 100% administrative procedures related to businesses which are eligible for online public services.

What are responsibilities of agencies in promoting digital transformation and enterprise innovation in Vietnam?

In Item 2, Subsection B, Section III of Resolution 58/NQ-CP 2023, it is stated that the responsibilities of agencies in promoting digital transformation and innovation in enterprises, specifically:

2. Promoting digital transformation and innovation in enterprises

a) Ministry of Planning and Investment:

- Promote the implementation of support for enterprises in digital transformation in accordance with the Law on Support for Small and Medium-sized Enterprises to improve the efficiency of production and business activities, capacity and competitive advantages of enterprises.

- Effectively operate the National Innovation Center to support and develop the startup and innovation ecosystem, contributing to innovating the growth model based on scientific development. and technology; effectively organize the Annual Forum connecting the Vietnam Innovation Investment Fund and the National Innovation Network.

b) Ministry of Information and Communications:

- Accelerating the implementation of the National Digital Transformation Program to 2025, with orientations to 2030 and the National Strategy on Developing Vietnam's Digital Technology Enterprises to 2030; build new infrastructure (such as 5G network, data center...).

- Research and build a transparent mechanism on open data sources in the public sector to facilitate technology businesses to access digital resources to develop innovative products and services.

c) Ministry of Science and Technology:

- Research and promote the development of science and technology enterprises, continue to support enterprises eligible to enjoy policies on corporate income tax, land and credit as prescribed.

- Research, propose and effectively implement programs to support the development of science and technology enterprises, national programs under the management of the Ministry of Science and Technology.

d) The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with ministries, branches and localities in, promoting the implementation of digital transformation in the agricultural sector, mobilizing resources of the society, concretizing specific targets for the implementation of digital transformation for each stage, implementation roadmap.

dd) The People's Committees of the provinces and centrally-run cities shall develop plans and arrange resources to support enterprises, especially small and medium-sized enterprises in their localities, to carry out digital transformation and innovation to create and transfer technologies suitable for enterprises.
