What are the operational objectives of VINAPACO in Vietnam?

Pursuant to Clause 1 Article 4 of the Charter of Organization and Operation of VINAPACO issued together with the Decision 2760/QĐ-BCT in 2022 stipulating operational objectives of VINAPACO in Vietnam as follows:

a) Profitable business, preserving and developing equity invested in VINAPACO, its subsidiaries and associates; Complete the tasks assigned by the owner.

b) Maximize production and business efficiency of VINAPACO, its subsidiaries and affiliates.

c) Carry out the development, production and trading of paper and pulp in accordance with the State's planning and plan for the development of the paper industry, in combination with the development of other industries and trades in order to effectively exploit the potential of the paper industry. land and other resources allocated in accordance with the law.

d) Multi-sectoral production and business activities, in which the main industry is the production of all kinds of paper and pulp and the planting and tending of paper-material forests;

dd) Improve the quality and output of all kinds of paper, to best meet the demand for paper products in the domestic market and gradually export them to foreign markets.

What are business lines of VINAPACO in Vietnam?

Pursuant to Clause 3 Article 4 of the Charter of Organization and Operation of VINAPACO issued together with the Decision 2760/QĐ-BCT in 2022 stipulating business lines of VINAPACO in Vietnam as follows:

* Main business lines:

Producing and trading in pulp, paper and paper products; planting and exploiting forests for paper materials;

Producing and trading in products from planted forest wood (chips, wooden furniture of all kinds), Producing and trading in tree seeds and paper materials.

* Business lines related to main business lines:

Trading in equipment, supplies and chemicals (except for chemicals banned by the State); trading special iron and steel used for paper industry; repairing main equipment, paper factories;

Producing, maintaining, repairing auxiliary equipment, metal structure industry (mechanical, electrical and control measurement); producing and trading in electricity, water and steam; design, construction, construction and installation in service of forestry;

Scientific and technological research, implementation of information services, training, consulting, technology design, application and transfer of new technologies in the fields of: raw materials, auxiliary materials, equipment and spare parts , paper products, pulp, trial production, small batch production of items from research results; wastewater treatment;

Researching on raw material trees and silvicultural, social and environmental issues related to paper materials; technical materials serving production, business and life; freight, forest products and cargo handling services; reclamation, zoning for forest enrichment.

* Other business lines:

Producing and trading in stationery of all kinds; business in hotel services (including dining and resting), offices, factories, houses, warehouses, logistics; labor supply and management services; Import and export of business products.

- Doing business in other lines and trades according to the provisions of law and decisions of the Ministry of Industry and Trade.

- Business lines of VINAPACO at the time of approval of this Charter include business lines according to Appendix 2 attached. VINAPACO may add more business lines according to the order and conditions specified in legal documents.

Who is the owner of VINAPACO in Vietnam?

Pursuant to Article 6 of the Charter of Organization and Operation of VINAPACO issued together with the Decision 2760/QĐ-BCT in 2022 stipulating the owner of VINAPACO in Vietnam as follows:

Owner and Owner Representative of VINAPACO

1. The State is the owner of VINAPACO. The Government uniformly organizes the exercise of the rights and obligations of the owner towards the Corporation. The Ministry of Industry and Trade shall exercise the rights and obligations of the owner's representative agency towards the Corporation in accordance with the provisions of law.

2. The Members' Council of VINAPACO is the representative of the owner who directly exercises the rights and responsibilities of the representative of the state owner in the enterprise in accordance with the provisions of the Law on management and use of state capital invested in production, doing business at the enterprise and other relevant provisions of law.

As regulations above, the State is the owner of VINAPACO.

The Government uniformly organizes the exercise of the rights and obligations of the owner towards the Corporation. The Ministry of Industry and Trade shall exercise the rights and obligations of the owner's representative agency towards the Corporation in accordance with the provisions of law.
